R-13402 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON ADOPTING A KIOSK DIRECTIONAL SIGN <br />PROGRAM <br />WHEREAS, the City Council finds that unique location and clustering <br />issues involving subdivision tracts, apartments and recreational vehicle dealers <br />necessitate the development of a kiosk directional sign program for such entities; <br />BE IT NOW THEREFORE RESOLVED AS FOLLOWS: <br />Section 1. Authorization Locations. Off-site directional subdivision <br />tract, apartment and recreational vehicle dealer panels shall be permitted in any <br />zone in the City provided that they are contained in kiosk -type signs approved <br />pursuant to this section. Kiosk signs shall be located only in those locations <br />indicated in Exhibit "A" attached hereto and incorporated herein by reference. All <br />additions to or deletions from these authorized locations shall be approved by the <br />City Council pursuant to a duly adopted amendment to this Resolution. <br />Section 2. Contractor Obligations; General Specifications. The City <br />shall contract with an independent contractor who shall coordinate an off-site <br />directional subdivision tract, apartment and recreational vehicle dealer sign program <br />within the City limits. The contractor shall be responsible for manufacturing all kiosk <br />signs and panels at its expense. All signs and panels shall be built in accordance <br />with the specifications of the Uniform Building Code and specifications of the City's <br />building and safety department. The contractor shall be responsible for the <br />placement of signs and panels in accordance with all specifications provided by the <br />City. The contractor shall be responsible for weekly inspection of all signs and <br />panels, and shall keep all signs and panels in good condition, free of graffiti, peeling <br />paint or other disrepair. The contractor shall also be responsible for the <br />replacement of the signs or panels when needed or the repainting of the City's logo <br />when needed or if it changes, as well as keeping the general area clean and free of <br />debris as needed or determined by the City's code enforcement department. <br />Contractor shall respond to and address, to the satisfaction of the City's code <br />enforcement department, all violations of this section, including graffiti, peeling paint, <br />other disrepair, and debris, no later than twenty-four (24) hours following notification <br />by the City. The contractor shall be responsible for maintaining insurance as <br />required by the City pursuant to its agreement with the contractor. The contractor <br />shall be responsible for all administrative costs, including marketing of the services <br />to subdividers, apartment developers, and recreational vehicle dealers, as well as <br />the collection of fees. <br />Section 3. Authorized Users. The contractor shall provide panels in <br />an approved kiosk sign, on a first-come first-served basis, to any subdivider, tract <br />developer, apartment owner or recreational vehicle dealer who requests such <br />panels in compliance with this Resolution. <br />RVPUB/DRD/635650 <br />
