Zamora, Community Development Director <br />SUBJECT: Approval of a Professional Services Agreement with Michael Brandman <br />Associates (MBA) to Provide Professional Environmental <br />Services/CEQA Processing for the Pacific Rail Industries Rail <br />Dismantling and Salvage Operations Facility <br />DATE: August 26, 2002 <br />BACKGROUND: <br />In 1986, Pacific Rail Industries applied for and received approval from the City Council of <br />Conditional Use Permit (CUP) Number C-5-86 for the development and operation of a rail <br />dismantling and salvage operations facility at 785 East "M" Street. Now, the applicant has <br />submitted a Development Application to modify the CUP to allow the relocation and re -assembly <br />of a steel shredder facility for the shredding of automobiles and other metal objects. The proposed <br />steel shredder facility will occupy approximately 12,000 square feet of 19.39 acres that the <br />applicant has purchased from the Union Pacific Railroad to carryout their daily operations. The <br />proposed project requires the City to comply with the California Environmental Quality Act <br />(CEQA) to assess any potential environmental impacts. In order to identify potential environmental <br />impacts of the proposed steel shredder and to modify the previously approved CUP, an <br />Environmental Impact Report is required. <br />ANALYSIS/DISCUSSION: <br />The Development Application submitted by Pacific Rail Industries proposes to modify the existing <br />approved rail dismantling and salvage operations facility by relocating and re -assembling a steel <br />shredder for the shredding of automobiles and other large metal objects on an approximately 12,000 <br />square feet of 19.39 acres of land. The proposed project requires a modification to the Conditional <br />Use Permit Number C-5-86, approved by the City Council per Resolution Number R-139-86 on <br />September 16, 1986. Based on the results of an Initial Study, it was determined that an <br />Environmental Impact Report is required for the proposed project in order to address potential <br />environmental impacts and to determine appropriate mitigation measures. <br />Staff prepared and issued a Request for Proposals (RFP) for Preparation of an Environmental <br />Impact Report for the proposed project. The RFP was mailed to environmental consultants locally <br />and throughout the state. Staff received two proposals for the proposed project, <br />
