Item #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF APRIL 15, 2003 <br />TO: Honorable Mayor and City Council <br />0 <br />FROM: Randy Heusterberg, Redevelopment Project Manager <br />SUBJECT: Consideration and Approval of the Offsite Directional Sign <br />Program Contractor. <br />DATE: April 1, 2003 <br />Background <br />On November 19, 2002, City Manager Daryl Parrish submitted an agenda report and corresponding <br />city resolution R-134-02 for the adoption of a Kiosk Directional Sign Program (Attachment "A"). That <br />report was developed after considerable effort and negotiation between city staff members and <br />representatives of the RV dealerships. <br />The corresponding resolution significantly lays out the style and format of the offsite directional signs <br />(kiosks) as well as the requirements and services to be provided by the contractor. <br />A request for proposal was developed by the Community Development Department and <br />subsequently distributed on Jan 21, 2003. Three companies offered responses to the request for <br />proposal for consideration. A panel of city departments, (Community Development Director, David <br />Zamora, Police Department — Code Enforcement, Lt. Frank Coe, and the Redevelopment Agency, <br />Project Manager, Randy Heusterberg) that would have significant involvement with the Kiosk <br />Directional Sign Program contractor reviewed the proposals and interviewed representatives from <br />each of the submitting companies for recommendation to the City Council. <br />Discussion/Analysis <br />The recommendation review panel had the opportunity to review each of the written proposals to the <br />RFP and also provided each submitting company the opportunity to make an oral presentation of <br />their proposal. This allowed both the city and the submitting companies to ask questions for <br />clarification of their proposal. Each of the three companies brings with them a base of experience <br />and expressed a capability to implement and manage a Directional Sign Program for the city. Upon <br />review of the proposals and interviews with the executive staff of the companies completing the RFP, <br />it is staff's recommendation that Temeka, Incorporated be awarded the Directional Sign Program <br />contract. <br />Financial Impact <br />The city will bear no direct costs for this program but will incur some staff administrative costs. The <br />city is authorized by resolution R-134-02 to charge the contractor a fee. This fee can be established <br />
