as a flat rate per month per panel or a percentage of the rental fee per month. Any fee established
will, in all likelihood, be passed on directly to the business having a panel(s) on the kiosk. An
established fee charged to the service provider will offset staff administrative costs and could
potentially provide for a source of city revenue. The amount of revenue will be dependent upon the
amount of the fee, if any, established and the number of panels rented.
Environmental Impact
The City Engineer has reviewed the specifications of the signs and will insure that locations of any
signs will not adversely impact vehicular or pedestrian safety. City staff will file a Notice of
Determination and a Certificate of Fee Exemption (Deminimus Impact Finding) with the County of
San Bernardino.
Recommendation
It is staff's recommendation to authorize the City Manager to negotiate an agreement with Temeka,
Incorporated, to provide for the management of the Directional Sign Program for the City of Colton.
It is also recommended that the City Manager be authorized to sign documents on behalf of the city
for this contract.
Attachments
Attachment A - City resolution R-134-02 and respective staff report
Report Prepared by: Randy Heusterberg
REVIEW TEAM ONLY
City Attorney:
City Manager:
Finance Director:
OTHER:
