The Santa Ana winds were responsible for the <br />tree limb falling onto the vehicle and through no fault of the City. The tree was not <br />diseased nor in any distress at the time; it is a healthy tree. <br />As for the letters your insured states they sent to the City in the past regarding this tree, <br />the City has no record of ever receiving any letters. If your insured has postal receipts or <br />any substantial documentation these letters were actually received by the City, please <br />forward them to our office for consideration.
