item #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF AUGUST 19, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE AMENDMENT NO. 1 TO THE ARCHITECTURAL <br />DESIGN CONTRACT OF KWANG COOK AND ASSOCIATES FOR <br />THE CITY HALL RENOVATION PROJECT IN THE AMOUNT OF <br />$100,055 AND APPROVE RESOLUTION AUTHORIZING AN <br />INCREASE IN APPROPRIATIONS TO ACCOUNT NO. 100-6150- <br />6151-2350 — PROFESSIONAL SERVICES, IN AMOUNT OF $100,055 <br />DATE: AUGUST 11, 2003 <br />BACKGROUND: <br />On December 17, 2002, the City Council authorized the award of Architectural Design Contract of <br />City Hall Renovation Project to Kwang Cook and Associates in the amount of $49,945 with an <br />estimated project construction cost of $500,000 to $750,000. The project includes reconfiguration <br />of existing office space occupied by the City Manager, City Council, Finance, Human Resources <br />and City Clerks departments/divisions and to explore the feasibility of relocating the <br />Redevelopment Agency (RDA) to the main City Hall. In addition, extensions/additions are also <br />being proposed to provide additional office space, locker room and mini -gym for Police <br />Department. <br />During the course of design development, several preliminary layouts were presented to the City for <br />review. Based on the preliminary base plan submitted by the architect, the anticipated construction <br />cost exceeded $3,000,000. Upon further review, the scope of the work was reduced to remodel of <br />the north half of the City Hall, additions to lobby area, locker room and gym facilities for the Police <br />Department, and addition of 1600sq. ft. new office spaces at estimated cost of $1,820,000. <br />Additional office space around the Council Chambers will be part of the future phase of expansion. <br />ANALYSIS/DISCUSSION: <br />Originally the total budget for the renovation is expected to range from $500,000 to $750,000. The <br />architects, Kwang Cook and Associates based his proposal of $49,945 on a $500,000 budget. <br />Kwang Cook's proposal is approximately 10% of the proposed budget that is standard for <br />architectural design work of a repair/renovation of an existing structure.
