item #16 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF AUGUST 19, 2003 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER SUBJECT: APPROVE AMENDMENT NO. 1 TO THE ARCHITECTURAL DESIGN CONTRACT OF KWANG COOK AND ASSOCIATES FOR THE CITY HALL RENOVATION PROJECT IN THE AMOUNT OF $100,055 AND APPROVE RESOLUTION AUTHORIZING AN INCREASE IN APPROPRIATIONS TO ACCOUNT NO. 100-6150- 6151-2350 — PROFESSIONAL SERVICES, IN AMOUNT OF $100,055 DATE: AUGUST 11, 2003 BACKGROUND: On December 17, 2002, the City Council authorized the award of Architectural Design Contract of City Hall Renovation Project to Kwang Cook and Associates in the amount of $49,945 with an estimated project construction cost of $500,000 to $750,000. The project includes reconfiguration of existing office space occupied by the City Manager, City Council, Finance, Human Resources and City Clerks departments/divisions and to explore the feasibility of relocating the Redevelopment Agency (RDA) to the main City Hall. In addition, extensions/additions are also being proposed to provide additional office space, locker room and mini -gym for Police Department. During the course of design development, several preliminary layouts were presented to the City for review. Based on the preliminary base plan submitted by the architect, the anticipated construction cost exceeded $3,000,000. Upon further review, the scope of the work was reduced to remodel of the north half of the City Hall, additions to lobby area, locker room and gym facilities for the Police Department, and addition of 1600sq. ft. new office spaces at estimated cost of $1,820,000. Additional office space around the Council Chambers will be part of the future phase of expansion. ANALYSIS/DISCUSSION: Originally the total budget for the renovation is expected to range from $500,000 to $750,000. The architects, Kwang Cook and Associates based his proposal of $49,945 on a $500,000 budget. Kwang Cook's proposal is approximately 10% of the proposed budget that is standard for architectural design work of a repair/renovation of an existing structure. The estimated construction
