Barrera, City Clerk <br />SUBJECT: Approve and Adopt a Resolution Affording Compensation to the City <br />Clerk <br />DATE: January 29, 2003 <br />BACKGROUND: <br />The Municipal Code sets the salary of $370 per month payable at the time in the manner that <br />other salaries of the city are paid. The city council may provide by resolution for supplemental <br />compensation. <br />I perform the job duties as outlined in the approved job description dated July 16, 2002. 1 have <br />met each of the License/Certificate requirements. The Certified Municipal Clerk Designation <br />requires a degree in public administration or related field or graduation from a Municipal Clerks <br />Institute. This portion of the certification was met when I graduated from a recognized Municipal <br />Clerks Institute entitled Continued Education of Public Officials (CEPO) in February 2002. In <br />addition I am the Records Manager, supervise the Passport Acceptance Facility for the City, <br />and maintain the legislative history, current and archival, for the City of Colton. <br />I supervise a department staff of four (4): Deputy City Clerk; Administrative Assistant and two <br />(2) Senior Office Specialist. I am responsible for the quality and quantity of the department. I <br />work closely with all members of the Management Team and I am accountable to the City <br />Manager for the performance of the department as a whole. <br />DISCUSSION/ANALYSIS: <br />On August 8, 2001 Council approved salary and benefit adjustments to some members of the <br />Executive Unit with the understanding that a full compensation salary study would take place by <br />July 1, 2002. The position of City Clerk was overlooked as part of that survey. Although there <br />was an understanding that the compensation salary study would include the position of City <br />Clerk. <br />On February 5, 2002 the City Council authorized Dembrowsky and Associates to conduct a <br />comprehensive classification and salary/compensation study for members of the Executive Unit <br />that included the position of City Clerk. <br />On July 16, 2002 the City Council approved the Proposed Job Description for all full time city <br />employees of the General Unit, Mid -Manager Employees Unit and Executive Unit which <br />included the position of City Clerk. <br />On September 17, 2002 Council reviewed the salary recommendations for the Executive Unit. <br />The position of the City Clerk was included in the Executive Unit's full compensation salary <br />
