ANALYSIS/DISCUSSION: <br />hi the normal course of bid review, Engineering Department staff routinely checks the accuracy of <br />the Bid Schedule submitted, compliance with all the provisions in Bidding Documents and <br />Specifications, validity of Bonds and Surety, and the qualification of the Contractor based on their <br />recently completed similar project. <br />Upon review, City staff found that Zondiros-Peninsula Landscaping and Vido Samarzich, Inc. to be <br />non-responsive bidders and among the six (6) remaining bidders, Terra -Cal Construction, Inc. of <br />Baldwin Park, California is the lowest responsive and responsible bidder in the amount of <br />$266,191.00. <br />ENVIRONMENTAL EVIPACT <br />The project is Exempt from environmental review under California Environmental Quality Act <br />(CEQA) Section 15303 — New construction of small structures. <br />FINANCIAL/FISCAL IMPACT <br />The project is being funded through Proposition 12 — Safe Neighborhood Parks, Clean Water, <br />Clean Air, and Coastal protection bond Act of 2000. In past years the State of California (State) has <br />purchased, protected, and improved recreational areas (such as parks and beaches), cultural areas <br />(such as historic buildings and museums), and natural areas (such as wilderness, trails, wildlife <br />habitat, and the coast). The State also has given money to local governments for similar purposes. <br />An amount of $430,000 was approved by the City Council for this project for this project on <br />December 18, 2001. Expenditures for this Project will be paid from Account No. 248-6950-6955- <br />3890. <br />RECOMMENDATIONS: <br />Staff respectfully recommends that Council authorize the award of contract for Davis Park <br />Restroom and Park Improvements Project to the lowest responsive and responsible bidder, Terra - <br />Cal Construction, Inc. of Baldwin Park, California, in the amount of $ 266,191.00. <br />Report prepared by Victor Ortiz - Engineering Dept. <br />ity Attorney: <br />ity Manager: <br />J <br />Finance Director: I <br />OTHER: <br />
