Vernon Avenue. <br />We have received and reviewed the departmental report submitted by the City of Colton. <br />The construction which was being performed at the time of your mishap was not being <br />conducted by the City of Colton. This construction work was being performed by a <br />private contractor and had not yet been signed off yet by the City. With this in mind, the <br />City was not responsible for either the ditch or your ensuing damage.
