Section 3. Prior to the opening of the public hearing at which this Resolution <br />is adopted. the City Council received the Final FIR and independently reviewed and <br />considered the infortuation contained in the Final EIR. In the independent discretion of <br />the City Council, the City Council finds and determines that the Final FIR was prepared <br />in compliance with CEQA, adequately describes the activities likely to take place in <br />furtherance of the Redevelopment Plan and assesses all of the potentially significant <br />environmental effects or impacts that may result from such activities. The City Council <br />also finds and determines that the Final EIR reflects the City's independent judgment and <br />analysis of the potentially significant environmental effects or impacts that may result <br />from the adoption of the Redevelopment Plan. <br />Section 3. The City published notice of the joint public hearing in a <br />newspaper of general circulation in the County of San Bernardino, California. not less <br />than once a week for four successive weeks. commencing on May 30, 2003, requesting <br />public comments regarding the draft FIR. The City also mailed notice of the joint public <br />hearing to the owners of record of the parcels of land that are within the geographic area <br />affected by the Redevelopment Plan. <br />Section 4. In response to a comment received from the County of San <br />Bernardino, an additional traffic intersection was identified that may be impacted by the <br />adoption of the Redevelopment Plan. Mitigation measures are included in the Final FIR <br />that mitigate the potential impact on this intersection to a less than significant level. <br />Also. traffic and circulation impacts from adoption of the Redevelopment Plan were <br />previously identified in the draft EIR circulated for public review as significant and <br />similar. previously proposed mitigation measures are also being adopted by the City in <br />this Resolution. Therefore, the identification of the additional intersection is determined <br />by the City not to be significant. The City finds and determines that the Final EIR does <br />not contain any significant new information regarding environmental impacts nor any <br />fundamental reorganization and that no recirculation of the Final EIR for an additional <br />public review period was required. <br />484i-: i4�-6000 I <br />
