WHEREAS, the Project Area as depicted on the map attached as Exhibit "A" and as <br />described in the legal description attached as Exhibit `B" shall hereinafter be referred to as the <br />"La Cadena Corridor Redevelopment Project Area'; <br />WHEREAS, the study conducted by the Agency staff of the proposed La Cadena <br />Corridor Redevelopment Project Area resulted in the preparation of Report to City Council (the <br />"Report") dated June 2003, and a true and correct copy of the Report and the findings contained <br />therein are on file with the Assistant Secretary for the Redevelopment Agency and the City <br />Clerk; and <br />WHEREAS, the Report finds, among other things, that the Project Area encompassed by <br />the proposed La Cadena Corridor Redevelopment Project Area suffers from conditions of blight <br />which have had an adverse impact on the physical condition and economic vitality of the lands, <br />structures and businesses situated within the Project Area; and <br />WHEREAS, the Agency has determined that these conditions of blight have had an <br />adverse impact on the health and safety of residents and workers within the Project Area and that <br />this adverse impact cannot be adequately corrected or addressed without the application of <br />community redevelopment powers and resources to combat these conditions; and <br />WHEREAS, it is the Agency's determination that these adverse conditions are so <br />intractable that they cannot be reasonably reversed by traditional governmental approaches or by <br />private sector forces acting alone without the assistance of redevelopment; and <br />WHEREAS, the Agency has prepared the Redevelopment Plan in accordance with the <br />provisions of the CRL, and a true and correct copy of the text of the Redevelopment Plan is on <br />file with the City Clerk; and <br />WHEREAS, on May 27, 2003, following submission of the Redevelopment Plan by the <br />Agency to the Planning Commission for the City of Colton (the "Planning Commission") for <br />report and recommendations, the Planning Commission approved its report finding that the <br />4811-9251-8656.1 2 <br />
