Redevelopment Plan conforms and is consistent with the General Plan for the City (the "General <br />Plan") and the Planning Commission recommended the adoption of the Redevelopment Plan; <br />and <br />WHEREAS, on May 20, 2003, the Agency approved the Rules Governing Participation <br />and Reentry Preferences for Property Owners, Operators of Businesses and Business Tenants <br />and the Relocation Rules and Regulations for the Project Area (the "Owner Participation <br />Rules"); and <br />WHEREAS, the Redevelopment Plan does not authorize the Agency to acquire any <br />residentially occupied property in the Project Area by exercise of eminent domain and the <br />activities contemplated under the Redevelopment Plan and in particular, the public improvement <br />projects authorized under Section 343 of the Redevelopment Plan, are not anticipated to result in <br />the displacement of a significant number of residents, families or households from the Project <br />Area, nevertheless, the Agency has prepared a Method of Relocation for families, persons, and <br />nonprofit local community institutions that may be temporarily or permanently displaced by <br />redevelopment undertakings conducted in the Project Area; and <br />WHEREAS, the Agency has prepared and approved the Report concerning the <br />Redevelopment Plan and submitted the Report to the City Council; and <br />WHEREAS, the adoption of the Redevelopment Plan constitutes a "Project' within the <br />meaning of Section 15378 of the California Environmental Quality Act Guidelines and the <br />California Environmental Quality Act, as amended (hereinafter "CEQA"), thereby requiring an <br />environmental review of the Redevelopment Plan under CEQA; and <br />WHEREAS, a program environmental impact report (the "Program EIR") was prepared <br />pursuant to CEQA Section 21082.2, by the Agency, as the lead agency pursuant to CEQA with <br />respect to the adoption of the Redevelopment Plan, and the Agency has certified the adequacy of <br />the Program EIR pursuant to CEQA Section 21151; and <br />4811-9251-8656-1 3 <br />
