Subject: Adoption of Resolution and Purchasing Ordinance <br />June 17, 2003 <br />Page 2 <br />RESOLUTION: <br />Through the proposed resolution, the City elects to become subject to the accounting <br />procedures established by the UPCCAA. Adoption of the resolution is required under <br />Public Contract Code section 22030 in order for the City to implement the provisions of the <br />UPCCAA. The proposed resolution is listed separately on this meeting's agenda under the <br />Consent Calendar portion of the agenda. <br />ORDINANCE: <br />The proposed ordinance replaces Chapter 3.08 of the Colton Municipal Code and <br />implements the bidding and purchasing procedures in the UPCCA. One of the main <br />advantages provided by the proposed ordinance is the increased threshold amount for <br />bidding and purchasing. Specifically, under the proposed ordinance the City Manager will <br />have authority up to $25,000, to award bids and approve purchases for services, supplies <br />and equipment. The City Council will award all bids and purchases over $25,000. <br />BIDDING PROCEDURES: <br />Another advantage of the proposed ordinance is that bids and purchases over $25,000 up <br />to $100,000 will use an informal bidding procedure. This informal process involves <br />mailing a notice inviting informal bids 10 days before bids are due to contractors on a list <br />maintained by the City and/or to construction trade journals <br />The proposed ordinance requires a formal bidding procedure for projects or purchases <br />over $100,000. This formal process requires compliance with State and local laws for <br />competitive bidding, as well as following the specific time requirements in the ordinance for <br />sending and publishing the "Notice Inviting Bids" and providing specified information in the <br />Notice itself. <br />By allowing the informal bidding process for purchases and projects between $25,000 and <br />$100,000, the proposed ordinance improves efficiency by cutting down on staff time and <br />paperwork previously spent on adhering to formal bidding requirements. As previously <br />noted, the existing bidding and purchasing system requires the City to seek public bids for <br />purchases over $15,000 and for projects over $5,000. The increased thresholds for <br />bidding and purchasing provide a significant improvement and flexibility over the City's <br />existing purchasing and bidding system. <br />
