Colton Utility Authority Meeting of June 17, 2003 <br />Kennedy -Jenks Consultants Contract <br />RE: FY03-04 Stormwater Management Parcel Charges <br />ALTERNATIVES <br />The Colton Utility Authority may direct staff to solicit for Requests for Proposal from other <br />engineering firms. However, this would add two additional months before the new data <br />gathering process could begin. The City of Colton will need to hold public hearings on the <br />charges for changes in land use no later than July 15, 2003 in order to meet the County of San <br />Bernardino's deadline of August 8, 2003 for submittal of the parcel listings. <br />FINANCIAL IMPACT <br />The cost for Kennedy -Jenks Consultants to prepare the annual report is $12,500. Sufficient <br />funds are budgeted each fiscal year in the Stormwater Professional Services Account No. 722- <br />8200-8215-3500. <br />ENVIRONMENTAL IMPACT <br />The NPDES Stormwater Program is a part of the Federal Clean Water Act, and is intended to <br />improve the Nation's waterways. The Federal Government, with the State Regional Water <br />Quality Control Board enforcing the requirements, mandates compliance with the NPDES <br />Stormwater requirements. <br />RECOMMENDATION <br />Staff recommends that the Colton Utility Authority authorize Kennedy -Jenks Consultants to <br />prepare the FY03-04 Stormwater Management Parcel Charges in the not -to -exceed amount of <br />$12,500. <br />(REVIEW TEAM ONLY <br />City Attorney:M .(1�0t� <br />City Manager: <br />Page 2 of 2 (w/Agreement) <br />Finance Director: <br />OTHER: <br />
