Item #1 <br />TO: <br />FROM: <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 4, 2003 <br />Council <br />Community Devef6prt6ht Director <br />SUBJECT: Prioritization and Funding of Community Development <br />Block Grant (CDBG) Projects for Fiscal Year 2003-2004 <br />DATE: February 18, 2003 <br />BACKGROUND: <br />On December 3, 2002, the City Council approved the submittal of 11 Community <br />Development Block Grant (CDBG) Project Applications to the San Bernardino County <br />Economic and Community Development (ECD) Department for eligibility and qualification <br />review for the Fiscal Year 2003-2004. Subsequently, additional CDBG applications were <br />submitted directly to the County ECD Department from various public and private agencies, <br />requesting funds from the City CDBG Entitlement Allocation. <br />The City of Colton has received a total of 38 eligible proposal applications requesting CDBG <br />funds. Attachment "A" is a list of the 38 proposals. The list contains the project log number, <br />primary service area of the proposed project, name of the applicant, a brief project description, <br />total CDBG request, including the amount of CDBG funds being requested from Colton, and <br />ECD comments. <br />The County has asked the City to base funding priorities for the 2003-2004 CDBG Program <br />Year on an anticipated entitlement allocation in the amount of $556,000. Also, that the 15% <br />funding limit for public service projects continues to apply, which means that the maximum <br />amount of CDBG funds we are allowed to allocate for public service projects is $83,400. <br />DISCUSSION/ANALYSIS: <br />Staff conducted a cursory review of the 38 proposals and is recommending the continued <br />funding of projects that are administered by City staff and that adequately address the needs <br />and services of Colton residents. Twenty-four (24) of the 38 applications are for public <br />service projects, for a total amount of $405,967 being requested from Colton. There are 14 <br />capital and community improvement projects that are requesting a total amount of $1,004,890. <br />Based on staff's analysis of the proposals it is recommended that the City Council approve the <br />funding of CDBG projects listed on Attachment "B". <br />ALTERNATIVES: <br />The Council may reject the projects recommended for funding by staff and select alternative <br />projects for funding. The County has requested that the City submit it's list of funding <br />
