Item #8 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MAY 6, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER C)—) <br />SUBJECT: APPROVE RESOLUTION NOfFO-Q3APPROPRIATING FUNDS <br />FOR VALLEY BLVD CENTER MEDIAN LANDSCAPE PROJECT <br />FROM RANCHO AVENUE TO 3RD STREET AND AUTHORIZE <br />SOLICITATION OF PUBLIC BIDS. <br />DATE: APRIL 21, 2003 <br />BACKGROUND: <br />The proposed site for the landscaped median project is along Valley Blvd. between Rancho Avenue <br />and 3`d Street. The Colton High School fronts the northerly side of Valley Blvd. As a safety <br />measure for the school children, it is necessary to construct this center median so as to direct <br />pedestrian crossings to signalized controlled intersections. The median will be designed as a <br />decorative barrier, with stamped concrete at ends, low maintenance landscaping and a 5 -foot high <br />decorative fencing along the center of the median. The roadway within the limits of the proposed <br />median island will be designed and restripped to accommodate the new facility. <br />This project has a high importance, in view that a fast food establishment is being developed <br />directly across from the local High School and that the student population historically meanders <br />across this roadway. Traffic volumes are also increasing in this area creating a need for more safety <br />measures. <br />ANALYSIS/DISCUSSION: <br />The project will be beneficial to the community, considering the increasing volume of traffic using <br />Valley Blvd and the development occurring in the area. <br />The preliminary cost estimate to construct this segment of center landscape median is $265,000. <br />See attached Exhibit "A" for project cost breakdown. The Traffic Relief Funding will expire June <br />30, 2003, if funds are not encumbered. There is approximately $129,000 available in Traffic Relief <br />Fund and the balance of $135,000 can be appropriated from Host City Fee Fund. <br />
