Item #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MAY 6, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER A J <br />SUBJECT: AUTHORIZATION REQUEST TO AWARD A CONSTRUCTION <br />CONTRACT, IN TI� AMOLTNT OF $1,082,367,53, TO ALL AMERICAN <br />ASPHALT, AS THE LOWEST RESPONSIVE AND RESPONSIBLE <br />BIDDER FOR THE CDBG STREET AND ALLEY IMPROVEMENTS <br />PROJECT: — CONSTRUCTION OF FILL-IN INFRASTRUCTURE <br />IMPROVEMENTS AND PAVEMENT REHABILITATION <br />DATE: APRIL 22, 2003 <br />BACKGROLTND: <br />Authonzation to solicit public bids for the CDBG Street & Alley Improvement Project — <br />Construction of Fill-In Infrastructure Improvements & Pavement Rehabilitation was granted by <br />Council at the Meeting of October 15, 2002. This Project is comprised of five (5) sepazate and <br />individual Communiry Development Block Ctt-dnt (CDBG) Projects, located in three (3) of the <br />Council Districts, which were combined, with the approval of the Department of Economic & <br />Community Development (ECD), as administrators of San Bemardino County CDBG funds. <br />Combnung the five CDBG projects means the City could avail itself of the benefits of the lower per <br />unit material costs of a much larger project. In addition, a considerable amount of staff time was <br />saved by eliminating the additional review and processing tune associated with five (5) times the <br />number of projects, and the City realized substantial savings for consulting services, printing and <br />advertisement costs by combining the five (5) projects. <br />Engineering and Design services were provided by Infrastructure Consultants, Inc.; Global Geo- <br />Engineering, Inc provided geotechnical services; Riverside Blueprint printed Contract Documents, <br />Specifications and Plans; and the Project was advertised in the Sun, the Press, and the Colton City <br />News. Additional advertisement by Plan Rooms was provided at no charge. <br />At the Council Meeting of April 1, 2003, approval was granted for an addirional $126,314.84 to be <br />reprogranuned from the City's CDBG Contingency Fund; this amount will be divided equally <br />among each of the five (5) CDBG projects noted herein. <br />ANALYSIS/DISCUSSION: <br />Bids for the CDBG Street & Alley Improvement Project were opened on April 21, 2003; five (5) <br />Bids were submitted (Eachibit A), and have been ranked, based upon the Total Amotmt Bid, as <br />follows: <br />
