In the normal course of Bid Review, Engineering Department staff routinely <br />checks that all Bids submitted are in compliance with the Specifications, that the computations of <br />the Bid Schedule are accurate, that the Bonds are valid and the Surety is acceptable, and that the <br />Contractor has successfully and recently completed similaz projects without problem. Staff's <br />recommendation to awazd a consirucfion Contract for the Project to the L,owest Responsive and <br />Responsible Bidder is based upon the sum total of this Bid Review process. <br />ENVII20NMENTAL IMPACT <br />The proposed public unprovements are Exempt under Section 15301 (Existing Facilities) of the <br />Califomia Environmental Quality Act (CEQA). <br />FINANCIAL/FISCAL IMPACT <br />A breakdown of the funding for each of the five (5) portions of the CDBG Street & Alley <br />Improvements Project are listed below, including the year in which they were approved and the <br />current reimbursabie funding allocations per project: <br />1999-2000 & <br />2000-2001 <br />2000-2001 <br />2001-2002 <br />1997-1998 <br />1997-1998 <br />CDBG Project #104-25205 — North Colton Street Improvements $ 201,498.97 <br />CDBG Project #1 04-261 05 — Northeask Colton Street Improvements $ 264,299.97 <br />CDBG Project #104-27105 — Southwest Colton Street Improvements $ 263.662.97 <br />CDBG Project #104-23205 — East Colton Alley Impravements $ 52,265.97 <br />CDBG Project #104-24105 —East Colton Alley Improvements $ 51,253.96 <br />TotalAmountofReimbursableFundingAllocated: $837,965.84 <br />While some successful attempts were made to secure additional CDBG reimbursable funding, the <br />following items have impacted the costs for the Project: <br />l. Cost Estimates and funding requests for these projects were prepared as long as four (4) years <br />ago. A review of the actual material costs of the City's completed projects for the last few yeazs <br />shows an auerage of twenty-five percent (25%) increase. Inflation is always present but the <br />largest impact on asphalt costs, and any materials transported by gas-fueled vehicles, can be <br />attributed to the jump in oil prices during FY 200Q when the price of asphalt rose from the <br />1999-2000 cost of $25/ton to the 2000-2001 cost of $30/ton. The recent increase in oil prices <br />has once again impacted asphalt costs, which increased an additional twenty-two percent (22%) <br />to $36.50/ton. <br />2. The City's original intent was to have City forces rehabilitate and pave the CDBG alleys in <br />conjunction with routine maintenance; paving equipment was purchased to facilitate said work. <br />
