However, rehabilitation and/or the installation of new asphalt is deemed a public work project <br />per Califomia Public Contract Code, limiting per-project-expenditures to $5,000.00. <br />3. Engineering staff routinely notifies various utilities of upcoming projects; this resulted in the <br />recent replacement of water, sewer and gas lines in the North Colton CDBG project. Trenching <br />for these replacements exacerbated the poor condition of the pavement. The geotechnical <br />consultant determined that the original rehabilitation process (remove existing AC and install <br />two inches [2"] of new AC) was unsatisfactory, and presented a recommendation to remove the <br />existing asphalt from curb to curb and install four inches (4") of new asphalt over native soils <br />with a relative compaction of ninety-five percent (95%). <br />4. The City is required to pay Davis-Bacon Prevailing Wages for all CDBG projects; each time the <br />prevailing wage rate for one or more categories of laborers increases, the prevailing wage <br />guidelines are modified. The Davis-Bacon Prevailing Wage guidelines for Califomia have been <br />modified twenty-one (21) times since Mazch 1, 2002. <br />Due to above-noted impacts, the current funding allocation is insufficient to cover the lowest total <br />amount Bid. However, there is $1,210,623.00 of Measure I funds available, and this Project meets <br />the required criteria to use said Measure I funds. Approximately $35Q000.00 of said Measure I <br />funds aze required to complete this project. A breakdown of the funding, detailing allocations, <br />expenditures, and additional Measure I funding follows: <br />Allocated Reimbursible CDBG Funds: $ 837,965.84 <br />Engineering & Design, Soils, Printing, & Advertisement: $ 105,000.00 <br />Remaining Funds Available: $ 732,965.84 <br />Lowest Responsible bid is: $1,082,367.53 <br />Remaining Funds Available: $ 732,965.84 <br />Measure I Funding: $ 349,401.69 <br />RECOMNIENDATION: <br />1. Staff respectfully recommends that Council authorize additional funds, in the amount of <br />$350,000.00, be transferred from Measure I to the CDBG Street & Alley Improvements <br />Project <br />2.
