CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MAY 6, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Dilu deAlwis, Finance DirectorOi <br />Item #20 <br />SUBJECT: Request for recruitment and ratification of employee appointment <br />for the full time positions of Account Tech UII in the Finance Dept. <br />DATE: April 28, 2003 <br />BACKGROUND: <br />The Account Technician IM in the Finance Department will be responsible for processing accounts <br />payable transactions for the entire city, bank reconciliation, bank deposit and other accounting <br />related duties. This is a vital position for the department and there are no internal candidates <br />available to fill this vacancy created by a retirement. There is a need to establish an eligibility list <br />for the current vacancy and for a possible vacancy in the near future. The existing salary ranges for <br />these positions are, $2,475 - $3,007 and $2,701 - $3,282. <br />DISCUSSION/ANALYSIS: <br />The retirement of the Accounting Technician B, after 23 years of service to the City of Colton, has <br />created a vacancy in the Finance Department. The employee accepted a golden handshake and in <br />order to comply with the requirements of the golden handshake program, Finance will under -fill <br />this position with an Account Technician I, as well as keeping vacant a Sr. Office Specialist <br />position that is not filled at this time. <br />Due to pending reorganization of the Finance Department and the proposed plan of cost reductions, <br />it is expected that an Account Technician B position will become vacant in the new fiscal year. <br />The Account Technician I will be responsible for processing all Accounts Payable transactions for <br />the entire city. The Account Technician H will be responsible for trustee statement reconciliation, <br />bank account reconciliation, bank deposit preparation and other technical accounting related <br />transactions. These positions are General Fund funded, however since part of the Finance <br />Department budget, will be allocated throughout all funds. The Fiscal Management Committee at <br />the meeting of Monday April 14, 2003 has approved these recruitments. <br />Staff requests Council approval to recruit and establish an eligibility list pending the approval of the <br />fiscal year 2003-04 budget, after which the appointment of the Accounting Technician B will be <br />executed. <br />
