Item #25 <br />REDEVELOPMENT AGENCY <br />AGENDA REPORT <br />FOR THE REDEVELOPMENT AGENCY MEETING OF MAY 6, 2003 <br />TO: Honorable Agency Chairperson and Board Members 1 <br />FROM: Candace Cassel, Redevelopment Agency Managq I / <br />SUBJECT: Award of Contracts for Completion of Garage Impr�oXve-me/nts to <br />Agency Owned Garages Sold to Homebuyers at Rancho <br />Mediterrania Manufactured Home Estates for the Redevelopment <br />Agency to Structural Consultants, Inc. and Myers Construction <br />for a Period of One Year in an Amount Not to Exceed $115,000 <br />Each, $230,000 Total. <br />DATE: <br />Backaround <br />2003 <br />On February 11, 1999, the Agency Board defined the "finished lot" condition for which it will sell lots <br />to homeowners; the Agency Improvements to the lots are to include fencing and garage repairs and <br />front yard landscaping with automatic irrigation controls. There are currently 91 vacant, or soon to <br />be vacant lots in Rancho Mediterrania Manufactured Home Estates, upon which new homes are <br />being sold and installed. In addition, there are 71 tenants who may elect to purchase their <br />underlying lot. The Purchase and Sale Agreement for the sale of a lot states that the Agency will <br />complete the improvements to the lot within 60 days of escrow closing. <br />To meet these Agency Improvement obligations, the Redevelopment Agency has been attempting <br />to solicit bids for each trade on an individual basis, each time a lot is in escrow. This method of <br />rehabilitation has proved to take too much time, in relation to our obligation timing and to be both <br />inefficient and costly. The Redevelopment Agency requested the Purchasing Division establish a <br />contract for completion of Agency Improvements to meet the obligations spelled out in the Lot <br />Purchase Agreements. Forty-seven (47) vendors were contacted in accordance with established <br />procedures; two bids were received and both were rejected as non-responsive. <br />Discussion/Analysis <br />Agency staff issued a second request for bids on March 31, 2003 to twenty-two (22) vendors. An <br />Addendum to the request for bids was issued on April 16, 2003 that the Agency at its sole <br />discretion, may award a contract for each Improvement to the lowest bid, as well as the second <br />lowest bid, contingent upon agreement by the second lowest bid to acceptance of the lowest bid <br />amount. Work on an as -needed basis will be allocated subject to the scheduling availability of the <br />lowest bidder first. Bid opening was held at 2:30 p.m., April 17, 2003 in the Redevelopment Agency <br />Office.
