CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 2, 2003 <br />TO: <br />HONORABLE MAYOR AND CITY COUNCIL <br />FROM: <br />DILU DE ALWIS, FINANCE DIRECTORS`=, <br />SUBJECT: <br />APPROVAL OF RESOLUTION APPOINTING SPECIFIC <br />REPRESENTATIVES TO THE INDEPENDENT CITIES RISK <br />MANAGEMENT AUTHORITY (ICRMA) <br />DATE: <br />Item #5 <br />BACKGROUND: <br />Currently the ICRMA allows Member Cities to designate a representative and two (2) alternate <br />Representatives to the Governing Board of the ICRMA. The Colton City Council has designated <br />Council Member Helen Ramos as a Representative, Risk Manager Joanne Knowles and Finance <br />Director Dilu de Alwis as Substitute Representatives and Substitute Alternate Representatives <br />respectively. <br />DISCUSSION/ANALYSIS: <br />ICRMA regulations state that when the City ICRMA Governing Board Representatives change or <br />are added, an amendment must be made to the existing City Resolution. Due to the retirement of <br />Alternate Representative Joanne Knowles, the following changes need to be implemented: <br />Appoint Finance Director Dilu de Alwis as Substitute Representative and Lorraine Armstrong as <br />Substitute Alternate Representative for representation on the ICRMA Governing Board. <br />FINANCIAL IMPACT: <br />None <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />N/A <br />RECOMMENDATION: <br />Respectfully request that the City Council adopt the attached resolution to authorize the <br />appointments of a Substitute Representative and a Substitute Alternate Representative to the <br />ICRMA Governing Board. <br />Attachment: Resolution <br />TEAM ONLY <br />City Attorney:_ <br />City Manager: <br />±AL— <br />Finance Director: <br />OTHER: ./ . <br />
