Item #8 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF APRIL 20, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE THE AUTHORIZING RESOLUTION AMENDING <br />BUDGET FOR FISCAL YEAR 2003-2004 AND AUTHORIZATION <br />REQUEST TO SOLICIT PUBLIC BIDS FOR SLURRY SEAL <br />PROJECT — PHASE II, and III, FOR COUNCIL DISTRICTS 1, 21,35 <br />AND 4 <br />DATE: APRIL 12, 2004 <br />BACKGROUND: <br />The Phase II and III Slurry Seal Project for Fiscal Year 2003-2004 will consist of selected streets <br />within Districts 1, 2, 3, and 4, see exhibit "A" for map of streets. <br />The projects consists of sealing cracks in the existing streets with minor damage and then <br />overlaying with slurry seal to perpetuate the life of the existing pavement surface. The criteria used <br />in the selection of streets are pavement sections not yet ready for rehabilitation or reconstruction, <br />but showing signs of pavement stress. <br />Slurry seal is cold mixed asphalt consisting of a graded aggregate, a binder, fines and additives. It is <br />a hard wearing surfacing for pavement preservation. Slurry seals are used for sealing aged and <br />raveled pavements, filling minor cracks, restoring skid resistance and aesthetic appeal, and any area <br />that needs the asphalt pavement to be preserved. <br />Engineering staff is estimating approximately 220,000 square yards of Slurry Seal treatment to be <br />applied to selected streets within Districts 1, 2, 3 and 4. <br />ANALYSIS/DISCUSSION: <br />The Slurry Seal Project — Phase II and III is ready for the public bidding process which will be <br />handled by the Public Services/Engineering Department. During this time, every attempt will be <br />made by the Engineering staff to ensure that a wide range of potential Bidders are reached by the <br />advertising process. The City will advertise in four (4) local newspapers and in several Plan Houses <br />where Contractors can view Plans, Specifications & Documents. <br />
