MAYOR AND CITY COUNCIL MEMBERS <br />FROM: DARYL PARRISH, CITY MANAGER <br />SUBJECT: AWARD OF A PROFESSIONAL SERVICES CONTRACT TO R3 <br />CONSULTING GROUP, INC. TO CONDUCT A MANAGEMENT <br />REVIEW OF THE WASTEWATER SYSTEM IN THE AMOUNT <br />NOT TO EXCEED $18,350. <br />DATE: APRIL 12, 2004 <br />BACKGROUND: <br />In September 2003 staff retained R3 to complete a feasibility study of the Wastewater system for <br />the total amount not to exceed $15,000. This task was completed in February 2004. The results <br />were presented to City Council in closed session at the Council meeting of March 16th. City <br />Council then directed City Staff to retain a consultant to perform a more thorough Management <br />Review of the Wastewater System. When this task is completed, the final report will be submitted <br />to the City Council in open session and will include the following information: Field observations of <br />the collection system and plant operations; Results of confidential interviews with plant operators, <br />service representatives, and management staff; Financial analysis of current and budgeted <br />operating costs, revenue projections, and capital replacement needs; Recommendations for <br />Management and Administrative practices. The results of the comprehensive study will be used <br />by City Staff to enhance the City's Wastewater Management System and ensure the Utility is <br />operating efficiently and effectively. <br />ANALYSIS/DISCUSSION: <br />The City Managers Office has solicited a proposal from R3 Consulting Group, Inc. to perform the <br />Management Review of the Wastewater System. Although the proposal amount of $18,350 does <br />not alone exceed the City of Colton formal bidding requirements, thus necessitating approval by <br />City Council, the total aggregate amount awarded to R3 to perform the feasibility study and the <br />management study during the fiscal year 2004 will exceed the City of Colton bid threshold of <br />$25,000. Thus, the City Council must consider and approve this agreement. <br />Section 3.08.070.17 of the City's Purchasing Ordinance states in part, that the selection of <br />professional consultants for specific projects shall be based on a variety of factors, including the <br />professional consultant's demonstrated competence, professional qualifications, availability, and <br />suitability for the project in general. Section 3.08.140.E of the City's Purchasing Ordinance further <br />states that the City may award a contract without a formal request for proposal or request for <br />qualifications process, when the City Manager determines that it is in the best interest of the City <br />and its administrative operations to dispense with public bidding. This award shall be based on the <br />particular requirements of the service to be provided and the experience and availability of the <br />individual professional consultant. <br />
