MAYOR AND CITY COUNCIL MEMBERS FROM: DARYL PARRISH, CITY MANAGER SUBJECT: AWARD OF A PROFESSIONAL SERVICES CONTRACT TO R3 CONSULTING GROUP, INC. TO CONDUCT A MANAGEMENT REVIEW OF THE WASTEWATER SYSTEM IN THE AMOUNT NOT TO EXCEED $18,350. DATE: APRIL 12, 2004 BACKGROUND: In September 2003 staff retained R3 to complete a feasibility study of the Wastewater system for the total amount not to exceed $15,000. This task was completed in February 2004. The results were presented to City Council in closed session at the Council meeting of March 16th. City Council then directed City Staff to retain a consultant to perform a more thorough Management Review of the Wastewater System. When this task is completed, the final report will be submitted to the City Council in open session and will include the following information: Field observations of the collection system and plant operations; Results of confidential interviews with plant operators, service representatives, and management staff; Financial analysis of current and budgeted operating costs, revenue projections, and capital replacement needs; Recommendations for Management and Administrative practices. The results of the comprehensive study will be used by City Staff to enhance the City's Wastewater Management System and ensure the Utility is operating efficiently and effectively. ANALYSIS/DISCUSSION: The City Managers Office has solicited a proposal from R3 Consulting Group, Inc. to perform the Management Review of the Wastewater System. Although the proposal amount of $18,350 does not alone exceed the City of Colton formal bidding requirements, thus necessitating approval by City Council, the total aggregate amount awarded to R3 to perform the feasibility study and the management study during the fiscal year 2004 will exceed the City of Colton bid threshold of $25,000. Thus, the City Council must consider and approve this agreement. Section 3.08.070.17 of the City's Purchasing Ordinance states in part, that the selection of professional consultants for specific projects shall be based on a variety of factors, including the professional consultant's demonstrated competence, professional qualifications, availability, and suitability for the project in general. Section 3.08.140.E of the City's Purchasing Ordinance further states that the City may award a contract without a formal request for proposal or request for qualifications process, when the City Manager determines that it is in the best interest of the City and its administrative operations to dispense with public bidding. This award shall be based on the particular requirements of the service to be provided and the experience and availability of the individual professional consultant.
