R3 has a proven business relationship with the City and the Utility operations of the City as well as <br />surrounding municipalities. Further, enhanced weighting is given to R3 for its current work with <br />the Wastewater Utility and the comprehensive feasibility study provided to the City. Therefore, the <br />City Manager believes it is in the best interest of the City and its Administrative Operations to <br />award this Agreement to R3 Consulting Group, Inc. <br />Staff is recommending that Council waive the formal proposal process and award a contract to R3 <br />Consulting Group, Inc. for Management Review of the Wastewater System. <br />ALTERNATIVES: <br />Staff could solicit formal "Request for Proposals," for the Management Review study.
