the proposed resolution is attached as Exhibit "B". The attached Exhibit "C" is a letter dated July 7, 2004 from Caltrans which provides further explanation of this matter. ENVIRONMENTAL IMPACT This action does not involve any environmental impact. FINANCIAL/FISCAL IMPACT The City's Traffic Signal Project, located at Main Street and Iowa Avenue is funded by the STP Program (88.5%) and the balance of (11.5%) by local match funds. The estimated project cost is $400,000. The local match is provided by funds from the City of Grand Terrace ($50,000), County of Riverside ($50,000) and the City of Colton in the amount of $50,000 from the Traffic Impact Fees Revenue. This Program Supplement Agreement No. M003 is for preliminary Engineering and Design of the project, the estimated preliminary cost is $22,000, which breaks down to Federal Funds of $19,476 (88.5%) and Local Matching Funds of $2,524.00 (11.5%). Staff recommends that $50,000 be appropriated from the Traffic Impact Fees of which $5,000 be appropriated for the Engineering design stage of the project. If approved the attached resolution to increase the appropriation budget by $50,000 in account number 450-0533-6900-3890. RECOMMENDATION: Staff respectfully recommends that Council approve "Program Supplement No. M003 to Administering Agency -State Agreement No. 08-5065" and adopt the proposed resolutions authorizing the City Manager to execute the Program Supplemental Agreement and to approve appropriation Funds from the unallocated Traffic Impact Fees Revenue, F.Y. 2004/05, in the amount of $509000 of which $5,000 be appropriated for the design stage of the project.
