Item #22 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF DECEMBER 7, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER �D <br />SUBJECT: AUTHORIZATION TO SOLICIT PUBLIC BIDS FOR THE <br />CONSTRUCTION OF NEW TRAFFIC SIGNAL AT VALLEY <br />BLVD./3RD AVE. AND AGUA MANSA ROAD/RIVERSIDE AVE. <br />INTERSECTIONS, AND MODIFICATION OF EXISTING TRAFFIC <br />SIGNAL AT VALLEY BLVD./RANCHO AVE. INTERSECTION <br />DATE: NOVEMBER 29, 2004 <br />BACKGROUND: <br />Valley Boulevard and Rancho Avenue intersection is considered as one of the busiest in the City of <br />Colton due to its proximity to the 10 Freeway. In addition, Colton High School and three (3) other <br />fastfood chains are situated on each of the four (4) comers of the intersection. And with the <br />completion of the Valley Boulevard Median Project, modification of the existing signal at Valley <br />Blvd. and Rancho Ave. and installation of new signal at the intersection of Valley Blvd./3`d St. will <br />be necessary to protect the motorist and pedestrian especially the school children. <br />The intersection of Riverside Avenue and Agua Mansa Road has been identified to need a signal <br />due to the heavy volume of traffic; the City of Rialto and the City of Colton both share the <br />intersection. Both cities affected by the traffic flow at this intersection having identified the need <br />have distributed the tasks involved in installing signals at this intersection; currently this <br />intersection exists as a four way stop. On October 19, 2004, the City Council approved the MOU <br />(Memorandum of Understanding) with the City of Rialto to improve the intersection. <br />ANALYSIS/DISCUSSION: <br />The City of Colton hired the services of Minagar and Associates, Inc. to prepare the plans and <br />specifications for the traffic signal at Rancho Ave./Valley Blvd and 3`d St./Valley Blvd. <br />intersections. On the other hand, City of Rialto hired the services of Katz, Okitzu and Associates to <br />prepare the plans and specifications for a new traffic signal at Agua Mansa Ave./Riverside Ave. <br />intersection. Both of the plans and specifications have been completed and are ready for the Bid <br />process. <br />CONFLICT OF INTEREST: <br />None <br />
