PARTIES AND DATE. <br />This Cooperative Agreement ("Agreement") is made and entered into this day of <br />2004, by and among the County of Riverside a political subdivision, of the State of <br />California with its principal address located at 4080 Lemon Street, Riverside, California 92501 <br />("COUNTY"), the City of Colton, a municipal corporation organized under the laws of the State <br />of California with its principal address located at 650 North La Cadena Drive, Colton, California <br />92324 ( "CITY") and the City of Grand Terrace, a municipal corporation organized under the <br />laws of the State of California with its principal address located at 22795 Barton Road, Grand <br />Terrace, California 92313 ("GRAND TERRACE"). COUNTY, CITY and GRAND TERRACE <br />are sometimes referred to individually as "party" and collectively as "parties" herein. <br />2. RECITALS. <br />2.1 The intersection of Main Street and Iowa Avenue is currently shared equally by <br />the COUNTY and the CITY. <br />2.2 The intersection of Main Street and Iowa Avenue provides direct access to <br />existing and future business and industrial areas in the City of GRAND TERRACE. <br />2.3 The COUNTY, the CITY and GRAND TERRACE have jointly determined that <br />intersection improvements and a traffic signal is warranted at the intersection of Main Street and <br />Iowa Avenue. <br />2.4 COUNTY, CITY and GRAND TERRACE recognize the benefits to the public to <br />improve traffic operation and congestion at this intersection. <br />2.5 With the support of the COUNTY and GRAND TERRACE the CITY applied for <br />and secured TEA -21 STP Grant funds from the California State Department of Transportation <br />("Caltrans") to finance improvements to this intersection. <br />2.6 The improvements to the intersection of Main Street and Iowa Avenue shall <br />consist of realigning the Main Street intersection at Iowa Avenue consistent with the intersection <br />geometry shown in Exhibit `B' (attached); and installing a new traffic signal and other necessary <br />striping and markings on Main Street and on Iowa Avenue (the "PROJECT"). <br />
