Report to Redevelopment Agency Board Regarding 2005-2009 Implementation Plan; <br />Professional Services Agreement with GRC Associates, Inc. <br />Page 2 of 4 <br />DISCUSSION/ANALYSIS <br />A Request for Proposal to prepare the Agency's Implementation Plan for 2005 — 2009 was <br />sent to twenty-two consulting firms on December 30, 2003. Three firms submitted responses: <br />Rosenow Spevacek Group, Inc.; Vernazza Wolfe Associates, Inc.; and GRC Associates, Inc. <br />Each proposal was reviewed and rated based upon the following criterion: <br />• Prior experience in preparing similar Implementation Plans, including review of <br />sample Implementation Plans. <br />• Qualifications of principal staff that will work on the project. <br />• Ability to provide the requested services in a timely manner. <br />• Proposed cost for the scope of work (both hourly rates and/or flat fee). <br />Proposed costs from each candidate are as follows: GRC Associates, Inc. - $23,250; <br />Vernazza Wolfe Associates, Inc. - $20,800; and RSG - $49,930. Further review of Vernazza <br />Wolfe's proposal revealed that it will have a greater need of staff assistance than the other <br />two proposals. References were also contacted, resulting in favorable comments regarding <br />all three applicants. <br />GRC Associates, Inc. proposal includes: reporting on the Agency's accomplishments with <br />respect to its 2000-2004 Implementation Plan and the effect those accomplishments have <br />had on eliminating blight; developing a ten-year cashflow projection for the Agency; <br />developing goals and objectives for each project area; reporting on the Agency's <br />accomplishments with respect to producing affordable housing units; developing goals and <br />objectives to meet housing production obligations; conducting seven community meetings; <br />finalizing a comprehensive 5 -year financial plan for the Agency; and finalizing the report for <br />submittal to the Agency Board during a public hearing. GRC anticipates completing the work <br />and having the public hearing for the Agency's 2005-2009 Implementation Plan before the <br />end of the current fiscal year. <br />In addition, GRC has been working with the Agency on the formation of the La Cadena <br />Corridor Project Area, and as result has an in-depth understanding and is knowledgeable of <br />the community and each of the project areas. GRC was originally selected by a <br />subcommittee of the Agency Board for the La Cadena Corridor formation project because of <br />its cultural diversity and bilingual staff. <br />FINANCIAL IMPACT <br />Cost of contract is on a time and material basis not exceed $23,150. Funds have been <br />budgeted in account 886-9000-9000-2350. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact if this agreement is approved. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />GRC Associates, Inc. <br />President: Stephen A.
