Item #20 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF DECEMBER 7, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER g <br />SUBJECT: FINAL ACCEPTANCE/NOTICE OF COMPLETION FOR THE <br />CONSTRUCTION OF RESIDENTIAL MISSING LINK PROJECT — <br />INTERNATIONAL PAVEMENT SOLUTIONS, INC. <br />DATE: NOVEMBER 24, 2004 <br />BACKGROUND: <br />In September 1999, the Colton Public Financing Authority (the "CPFA") issued $5.29 million in <br />Tax Allocation Bonds secured by tax increment revenues in the Mt. Vernon Corridor <br />Redevelopment Project Area. Approximately $2.0 million was used to refund existing debt from <br />outstanding 1996 Notes, $500,000 was set aside for reserves and to pay for the cost of issuance, and <br />the remaining $2.7 million was identified and reserved for various Redevelopment projects. <br />On January 18, 2000, the Redevelopment Agency Board approved a list of public improvement <br />projects which were recommended by the Mt. Vernon Citizens Advisory Committee (CAC). On <br />June 4, 2002, the Agency and the City entered into a Construction Management Agreement (CMA) <br />to construct the public improvements. <br />Pursuant to the CMA, the City is responsible for the management and supervision of all aspects of <br />the design and installation of these public improvements, including the securing of right- of -way <br />and easements to complete these projects. One of the projects identified in the CMA was the <br />construction of residential curb and gutters and sidewalks. Three hundred sixteen thousand and two <br />hundred and fifty dollars ($316,250) is allocated to the project. <br />Residential Curbs. Gutters and Sidewalks (aka Residential Missing Links Proiect) <br />On Jan�20_2004, the City Council authorized the award of construction of Residential Missing <br />Link Project to International Pavement Solutions, Inc. in the amount of $ 497,973.25. The Project <br />consists of construction of new concrete curbs, sidewalks, drive approaches and handicap ramps, <br />and match -up AC paving in various City streets on District 3. <br />A total amount of $31,239.78 (6.27% of contract amount) was added to the contract as Change <br />Order No. 1 (attached as Exhibit "A"). The Change Order was due to change in design of sidewalk <br />elevation, additional quantities of concrete sidewalk, curb, gutter, drive approach, and street <br />intersection cross gutter and installation of sidewalk drain. All these change orders are at the request <br />of the City necessary to complete the improvement in the area. <br />
