LAFCO NO. 2958 --CITY OF COLTON REORGANIZATION TO INCLUDE SOUTH <br />ANNEXATION NO. S-50 (SUBAREAS NOS. 1-4) <br />July 20, 2004 <br />Page 2 of 2 <br />In order for this reorganization to be considered, LAFCO must issue a Certificate of Filing (COF). <br />In accordance with Section 99 of the State's Revenue and Taxation Code, the local agencies <br />affected by a proposed jurisdictional change must agree to a property tax revenue exchange prior <br />to issuance of the COF. <br />The transfer amounts in the above recommendation were determined using a supplemental <br />formula adopted by the Board of Supervisors on January 3, 1983, for island annexations. The <br />City concurs with this property tax transfer and is expected to adopt a similar resolution at its next <br />scheduled council meeting. <br />REVIEW AND APPROVAL BY OTHERS: This item was reviewed by the County Administrative <br />Office (Wayne Thies, Administrative Analyst, 387-5409) on July 12, 2004, and by LAFCO <br />(Kathleen Rollings-McDonald, Executive Officer, 387-5866) on July 12, 2004. This item has also <br />been coordinated with the agencies impacted by the pending annexation. <br />FINANCIAL IMPACT: This property tax transfer shall only be effective upon the satisfactory <br />completion of the annexation proceedings. Once this annexation has been finalized, the property <br />tax revenue transfer will occur. <br />As a related matter, the San Bernardino County Consolidated Fire District (County Fire through <br />CSA 70) and CSA 38 provide fire protection services to the proposed annexation area within the <br />City of Colton sphere of influence boundaries. If the proposed annexation is completed by <br />LAFCO, that action would transfer the fire jurisdiction for the unincorporated island areas, and the <br />corresponding tax revenue, from that of County Fire to the City of Colton. The corresponding tax <br />revenue loss to County Fire is approximately $9,900 per year. <br />SUPERVISORIAL DISTRICT(S): 3rd (Subarea No. 3) and 5th (Subarea Nos. 1, 2, and 4). <br />PRESENTER: Norman A.
