Hugh Margesson, Early Childhood Education Director Item #12 SUBJECT: Adoption of Early Childhood Education Latchkey Contract with the State Department of Education for Fiscal Year 2004/05 and Authorization for City Manager to Sign Contract Documents 197_ 114 July 6, 2004 BACKGROUND: The City Council has authorized the Community Services Department to enter into agreements with the State Department of Education to provide latchkey childcare services to the community. This contract is ongoing, but has to be renewed each fiscal year. Historically the City Manager has been the designated authority to sign all state contracts. ANALYSIS/DISCUSSION: For fiscal year 2004/05, the Extended Day Care Latchkey Grant will make services available for approximately 205 school-age children from low-income families. The state requires a designated authority to sign on behalf of the City for all childcare contracts. FISCAL IMPACT: Last year's grant was $423,956. This year's grant is also $423,956. The funds should be placed into account 206-5768 (revenue), and should be charged to account # 206-7200-7202 (expenditure). There is no general fund impact. The grant has already been reallocated in the original budget for FY 2004/05. RECOMMENDATION: Staff recommends that City Council approve and adopt the resolution to enter into agreement No. GLTK-4080, with the California Department of Education, for latchkey childcare services. Staff also recommends authorization for the City Manager to sign the contract documents necessary to effectuate the City's approval of this contract. Attachment Resolution REVIEW TEAM CtjLY.
