Item #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JULY 209 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER �� <br />SUBJECT: AUTHORIZATION REQUEST TO SOLICIT PUBLIC BIDS FOR <br />THE CONSTRUCTION OF WASHINGTON STREET AND <br />COOLEY RANCH STREET IMPROVEMENT PROJECT <br />(DISTRICT 5 CIP). <br />DATE: JULY 129 2004 <br />DAUMiKU U N D: <br />In April 1998, the Colton Public Financing Authority (the "CPFA") issued $15.2 million in tax <br />allocation bonds (TABs) secured by tax increment revenues in the Santa Ana River (SAR) <br />Redevelopment Project Area. The Agency entered into a loan agreement with the CPFA on <br />April 1, 1998 to draw down $3.31 million in bond proceeds for eligible projects including the <br />installation and construction of various public improvements, which are publicly owned and <br />situated in or of benefit to the Santa Ana River Project Area. On December 7, 1999, the <br />Redevelopment Agency Board approved a list of public improvement projects. <br />On March 20, 2001, the Agency and the City entered into a Funding and Construction <br />Management Agreement (CMA) to install and construct the public improvement projects. On <br />June 4, 2002, the City and Agency approved Amendment No. 1 to the CMA, which deleted the <br />Hunts Lane Street Lighting and Landscaping and Sidewalks projects from the list of projects and <br />reduced the total funding available for these projects from $1,699,720 to $1,642,720. On March <br />2, 2004, the City Council approved Amendment No. 2 to the Santa Ana River CMA that added <br />the following three project locations identified in the CMA Amendment No. 2 as: Reconstruction <br />of Cooley Ranch Wood Subdivision, Cooley Drive from I-215 to Cooley Lane and Old Rancho <br />Road; Amendment No. 2 increased the available funding to the initial amount made available to <br />these projects of $1,699,720. <br />A substantial savings of staff time as well as an increase in efficiency would result from combining <br />the three projects mentioned above with three (3) CIP projects, within this area, namely Slurry Seal <br />Phase I (District 5 only), Washington Street Improvement and Reche Canyon Road Improvement. <br />The three (3) projects mentioned in the No. 2 Amendment to the CMA will be funded by the 1998 <br />bond proceeds designated for these projects some of which is a result of savings from some of the <br />other proposed and completed projects in the original Santa Ana River CMA. The three CIP <br />projects will be funded through Measure I funds. All of these projects are located in District 5 and <br />listed as follows: <br />
