Item #18 <br />CITY OF COLTON <br />AGENDA REPORT <br />For the City Council Meeting of July 20"', 2004 <br />TO: HONORABLE MAYOR & CITY COUNCIL MEMBERS <br />FROM: ERIC FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONS <br />SUBJECT: APPROVAL TO PAY GRIFFIN DEWATERING CORPORATON INVOICES <br />FOR EMERGENCY SEWER BYPASS SERVICES AT THE COLTON WATER <br />RECLAMATION FACILITY IN THE AMOUNT OF $26,644.47 <br />DATE: July 12, 2004 <br />BACKGROUND <br />The Colton Water Reclamation Facility (CWRF) has three main lines entering the facility. <br />A thirty -inch line, which serves South Colton and Grand Terrace, and two lines that <br />serve North Colton, a twenty-one inch line and an eighteen -inch line. The thirty -inch line <br />runs north on Rancho Avenue from La Cadena Drive and into the facility. The twenty- <br />one inch line runs south on Rancho Avenue to the facility and the eighteen -inch line runs <br />south on Aqua Mansa Road to Rancho Avenue and into the facility. The twenty-one and <br />eighteen inch lines were installed without manholes, leaving the collection crew without a <br />means to properly clean and maintain them. These two lines are continuously <br />surcharged back to Aqua Mansa Road. <br />DISCUSSION & ANALYSIS <br />On Wednesday April 21, 2004 at about 9:30am a crew from San Bernardino Water <br />Department informed us that sewage was overflowing out of the manhole at the corner <br />of Aqua Mansa Road and Rancho Avenue. We responded immediately with our vactors <br />and spill response trailer. Rancho Avenue had to be closed from Aqua Mansa Road to <br />La Cadena Drive in order to minimize any liability to the City, to prevent traffic from <br />tracking the sewage further down Rancho Avenue and to clean up and disinfect the site. <br />Since the blockage cleared itself prior to us arriving, we are not able to estimate the <br />actual amount of the spill, it was not over 1,000 gallons. All of the sewage and wash <br />down water were recovered with our vactors. A small amount made it to the storm <br />channel next to the plant, but it was recovered. The channel was also disinfected. <br />As a temporary solution to this problem, the City Manager authorized staff to contract <br />with Griffen Dewatering Corporation ("Griffen") to set up a bypass of the two lines on <br />Rancho Avenue at Aqua Mansa in order to video the 21" line and to scour the line with <br />the flow by increasing the velocity through the line to the facility. <br />The exact cause of the spill cannot be determined. I believe it was a combination of <br />factors. We found the upstream manhole cover broken into four pieces, three were still <br />on the ground but the fourth was in the manhole or in the line. We haven't been able to <br />retrieve the fourth piece. Another factor, which may have played a part, was a metal <br />construction stake about three feet long, the stake was found on the road next to the <br />manhole. <br />
