CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL/CUA MEETING OF JULY 20, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: ERIC FRASER <br />DIRECTOR OF WATER AND WASTEWATER OPERATIONS <br />Item #19 <br />SUBJECT: APPROVAL OF EXTRATERRITORIAL WASTEWATER SERVICE <br />AGREEMENT WITH CITY OF RIALTO <br />DATE: JULY14, 2004 <br />BACKGROUND/ DISCUSSION/ANALYSIS: <br />On December 19, 1999, the City Council selected Krieger and Stewart to provide design <br />construction and engineering services for the Southwest 44 area water and sewer <br />improvements. On October 21, 2003, the City Council approved the expansion of the <br />project to include the design of the Riverside Avenue sewer lift station and force main. <br />This expansion of the project was due in part to the City's expectation that additional <br />development will take place in both the incorporated and unincorporated portions of the <br />City located south of Agua Mansa Road and east of Riverside Avenue (south of the Rialto <br />corporate boundaries). In order to accommodate that growth and development and <br />provide wastewater collection, treatment and disposal services to properties in that area, <br />Rialto and Colton have negotiated a wastewater service agreement. The agreement <br />provides for the following: <br />1. Gives Colton the right to deliver up to 30,000 gallons per day of wastewater to the <br />Rialto Disposal system for treatment and disposal. <br />2. Gives Rialto the right to discharge up to 35,700 gallons per day of wastewater to <br />the Colton disposal system for treatment and disposal. <br />3. Provides each entity shall construct one connection point for their disposal <br />systems. <br />4. Provides that Colton shall construct , at its cost and expense, a gravity main, <br />wastewater lift station and force main for the collection, conveyance, treatment and <br />disposal of wastewater. <br />5. Provides that Rialto will charge Colton the same wastewater treatment capacity <br />payment that Rialto charges new development in Rialto and neither City will charge <br />development impact fees. <br />6.
