By delivering the wastewater to Rialto for treatment/disposal the City is avoiding having to <br />construct separate facilities in Agua Mansa Road at a cost of more than one million <br />dollars ($1,000,000) to pump that wastewater into the City's own facilities for disposal. In <br />addition connection, permit and inspection fees along with monthly sewer charges will be <br />set at the same rate as Rialto charges its customers within the City of Rialto. <br />FINANCIAL IMPACT: <br />The proposed agreement will allow the City to avoid incurring capital costs of over one <br />million dollars ($1,000,000) for the construction of pipeline and force main, as well as <br />avoiding recurring energy costs, to pump wastewater into the City's own facilities for <br />disposal. Because the proposed agreement will assist the City in avoiding these capital <br />and energy costs for the project, the proposed agreement is anticipated to have a <br />beneficial financial impact for the City. <br />ENVIRONMENTAL IMPACT: <br />This action is exempt pursuant to Section 15303(d) of the California Environmental <br />Quality Act ("CEQA") Guidelines <br />CONFLICT OF INTEREST — (Gift Disclosure Requirements) <br />None <br />RECOMMENDATION: <br />Staff recommends the Mayor and City Council approve the attached extraterritorial <br />wastewater service agreement with the City of Rialto, subject to minor modifications made <br />by the City Attorney and the Director of Water & Wastewater Operations. <br />Attachment: Agreement <br />Prepared by: Eric Fraser, Director of Water & Wastewater Operations <br />Marco A.
