Item #5 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JUNE 15, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: AUTHORIZATION REQUEST TO SOLICIT PUBLIC BIDS FOR THE <br />CDBG PROJECT NO. 104-28105 — FILL IN STREET <br />IMPROVEMENTS FOR COUNCIL DISTRICT 4 <br />DATE: JUNE 2, 2004 <br />BACKGROUND: <br />On March 24, 2003 the City of Colton received approval from the County of San Bernardino <br />Economic and Community Development (ECD) Department to initiate the Project No. 104-28105, <br />which is "Colton Street and Sidewalk Improvements". The (ECD) allocated reimbursement funds <br />in the amount of $248,825. <br />The CDBG Project was included as part of the FY2003-2004 Capital Improvement Program and <br />consists of improvements on selected streets within District 4, see exhibit "A" for map of streets. <br />The project consists of the construction of missing curb, gutter, sidewalks, driveway approaches, <br />handicap ramps, paving, installation of cross gutters and ribbon gutters and match -up pavement in <br />south Colton. <br />ANALYSIS/DISCUSSION: <br />The Construction Bid Documents are currently being reviewed by the County ECD Department for <br />compliance with Federal and Local regulations. The City Council approval will need to be <br />contingent upon County ECD approval of the Construction Bid Document and written <br />authorization to proceed with bid solicitations. <br />The CDBG Project No. 104-28105, upon the required documentation from ECD is ready for the <br />public bidding process which will be handled by the Public Services/Engineering Department. <br />During this time, every attempt will be made by the Engineering staff to ensure that a wide range of <br />potential Bidders are reached by the advertising process. The City will advertise in four (4) local <br />newspapers and in several Plan Houses where Contractors can view Plans and Specifications. <br />
