Item #5 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF JUNE 15, 2004 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER SUBJECT: AUTHORIZATION REQUEST TO SOLICIT PUBLIC BIDS FOR THE CDBG PROJECT NO. 104-28105 — FILL IN STREET IMPROVEMENTS FOR COUNCIL DISTRICT 4 DATE: JUNE 2, 2004 BACKGROUND: On March 24, 2003 the City of Colton received approval from the County of San Bernardino Economic and Community Development (ECD) Department to initiate the Project No. 104-28105, which is "Colton Street and Sidewalk Improvements". The (ECD) allocated reimbursement funds in the amount of $248,825. The CDBG Project was included as part of the FY2003-2004 Capital Improvement Program and consists of improvements on selected streets within District 4, see exhibit "A" for map of streets. The project consists of the construction of missing curb, gutter, sidewalks, driveway approaches, handicap ramps, paving, installation of cross gutters and ribbon gutters and match -up pavement in south Colton. ANALYSIS/DISCUSSION: The Construction Bid Documents are currently being reviewed by the County ECD Department for compliance with Federal and Local regulations. The City Council approval will need to be contingent upon County ECD approval of the Construction Bid Document and written authorization to proceed with bid solicitations. The CDBG Project No. 104-28105, upon the required documentation from ECD is ready for the public bidding process which will be handled by the Public Services/Engineering Department. During this time, every attempt will be made by the Engineering staff to ensure that a wide range of potential Bidders are reached by the advertising process. The City will advertise in four (4) local newspapers and in several Plan Houses where Contractors can view Plans and Specifications.
