Report to City Council and Redevelopment Agency Board regarding
Health and Safety Code 33445 for SAR Additional Projects
Page 2 of 5
On December 7, 1999, the Agency Board approved a list of public improvement projects
which were recommended for funding by the Santa Ana River Citizens Advisory Committee.
Improvements to Dauer Park
Improvements to Cooley Park
City Entrance Sign — Washington/Waterman
Hunts Lane Street Lights
Hunts Lane Landscape/Sidewalk
Washington Street Median/Drainage
Reche Canyon Widening/Sidewalk
Landscape Improvements —SEC Wash/Barton
Signal Modifications —Hunts/Steel Rd.
Signal Modifications — Wash./Reche Cyn.
Signal Modifications — Wash./ Hunts Lane
New Signal — Hunts Lane & Cooley Lane
Reche Canyon Realignment
Total Estimated Cost
'these numbers represent the estimates that the time the item was presented for consideration.
$ 160,000
$ 44,000
$ 3,900
$ 17,000
$ 39,000
$ 980,000
$ 367,000
$ 20,000
$ 73,200
$ 73,200
$ 73,200
$ 146,400
$ 403.100
$ 2,400,000
Certain provisions of the bond indenture and loan agreement requires the Agency to
complete construction and/or have the bond proceeds committed within three years of
acquiring the funds. Due to the staffing levels of the Agency, it was not in a position to
complete the projects and therefore was in jeopardy of losing the funds for the intended
purpose. In order to remain in compliance with the bonds documents, on March 20, 2001,
the Agency and the City entered into a Funding and Construction Management Agreement
(CMA) to install and construct the following public improvement projects:
Project #
as identified in CMA
Nomenclature
Estimated Cost
L
Dauer Park Improvements
$160,000
ii.
Cooley Park Improvements
$84,000
iii.
Hunts Lane
$56,000
iv.
Washington Street Median/Landscape
$1,003,900
V.
Signal Modifications(Washington)
$100,000
vi.
New Signal at Hu ts/Cooley
$146,400
vii.
Reche Canyon Traffic Signals
$119,600
Total Amount
$1,669,900
'these numbers represent the estimates that the time the item was presented for consideration.
On June 4, 2002, Amendment No. 1 to the CMA was approved, deleting project number iii.
Hunts Lane due to SANBAG's proposal to construct a railroad grade separation at Hunts
Lane and to extend the timeline in which the City had to finalize construction of the
improvements.
To -date, all of the projects identified in the CMA have been completed (with the exception of
the Washington Street Median and Landscaping) and funded either with the bond proceeds
or through other funding sources that became available to the City: SAR traffic signal and
the Reche Canyon Traffic signal were constructed with Traffic Congestion Relief Funds.
Further, it is anticipated that the Washington Street Median and Landscaping, although not
yet finished, will realize a savings in $384,150, leaving a total balance of $607,770 available
for additional projects.
# Nomenclature Balance Reason
(iv) Washington Street Median and Landscaping $ 384,150 savings
(v) Reche Canyon Traffic Signals $ 121,820 other funds used
RAShareRDA\Meetings\2004 MeetingsWarch 2, 2004\SAR 33445 staff report.doc
