Report to City Council and Redevelopment Agency Board regarding <br />Health and Safety Code 33445 for SAR Additional Projects <br />Page 3 of 5 <br />(vi) Traffic Signal Modification <br />Total Available: <br />$101,800 other funds used <br />$ 607,770 <br />The City Engineer is recommending three additional projects be considered for funding <br />utilizing the remaining funds available. The three new projects identified include drainage <br />and/or street reconstruction at the locations listed below: <br /># Nomenclature Estimated Cost <br />(viii) Road Reconstruction of Cooley Ranch Wood Street Subdivision $ 312,000 <br />(ix) Road Reconstruction of Cooley Drive from 1-215 to Cooley Lane $ 189,000 <br />(x) Road Reconstruction of Old Ranch Road $80,000 <br />Total Estimated Costs: $ 581,000 <br />DISCUSSION/ANALYSIS <br />Prior to the Agency's final approval of the projects and authorization of the expenditure of tax <br />increment funds for the installation or construction of these public improvements, the City <br />Council must make certain findings and authorize the use of Redevelopment funds for the <br />construction of public improvements pursuant to Health and Safety Code Section 33445. <br />Section 33445 of the Health and Safety Code, provides the authority for the agency to pay, <br />with the consent of the legislative body, for all or part of the land for and the cost of installing <br />and construction of any building, facility, structure, or other improvement which is publicly <br />owned either within or outside of the project area, if the legislative body makes the following <br />findings: <br />1) That the building, facility, or other improvements are of benefit to the project area or the <br />immediate neighborhood in which the project is located. <br />2) That no other reasonable means of financing the buildings, facilities, or other <br />improvements are available to the community. <br />3) The payment of funds for the acquisition of land or the cost of buildings, facilities, <br />structures, or other improvements, will assist in the elimination of one or more blighting <br />conditions inside the project area, provide housing for low- or moderate -income persons, <br />and is consistent with the implementation plan. <br />All three of the projects recommended for funding are located within the project area. <br />- Road Reconstruction of Cooley Ranch Wood Street Subdivision <br />- Road Reconstruction of Cooley Drive from 1-215 to Cooley Lane <br />- Road Reconstruction of Old Ranch Road <br />Section 33445 - Benefit Findings: <br />• The Road Reconstruction of Cooley Ranch Wood Street Subdivision can be shown to <br />benefit the Project Area and surrounding neighborhood as follows: <br />The Road Reconstruction of Cooley Ranch Wood Street Subdivision will <br />enhance the visual aesthetics of the area, improve safety, will serve as an <br />element of community design and provide needed pedestrian improvements <br />that are lacking in the area.
