Section 33445 — Financing Finding The City Council must determine that no other reasonable means of financing the buildings, facilities, or other improvements are available to the community. It can be shown that the City of Colton currently does not have sufficient funds or feasible methods of financing the installation of all of the proposed public improvements recommended by the City Engineer. Theoretically, these projects can be funded by other funding sources including CDBG, Gas Tax Measure I and the City's Traffic Impact Fee Fund. However, based upon a review of the potential funding sources, it appears that these funding sources already have been appropriated for capital projects, are insufficient to fund the projects, or cannot be used within this part of the City.
