Report to City Council and Redevelopment Agency Board regarding <br />Health and Safety Code 33445 for SAR Additional Projects <br />Page 4 of 5 <br />this public improvement will eliminate substandard roadway conditions and <br />enhance vehicle traffic circulation and efficiency. <br />The Road Reconstruction of Cooley Drive from 1-215 to Cooley Lane can be shown to <br />benefit the Project Area and surrounding neighborhood as follows: <br />The Road Reconstruction of Cooley Drive from 1-215 to Cooley Lane will <br />enhance the visual aesthetics of the area, improve safety, will serve as an <br />element of community design and provide needed pedestrian improvements <br />that are lacking in the area. This street is presently in a substandard condition <br />and poses an obstruction to efficient traffic movement; construction of this <br />public improvement will eliminate substandard roadway conditions and <br />enhance vehicle traffic circulation and efficiency. <br />• The Road Reconstruction of Old Ranch Road can be shown to benefit the Project <br />Area and surrounding neighborhood as follows: <br />The Road Reconstruction of Old Ranch Road will enhance the visual <br />aesthetics of the area, improve safety, will serve as an element of community <br />design and provide needed pedestrian improvements that are lacking in the <br />area. This street is presently in a substandard condition and poses an <br />obstruction to efficient traffic movement; construction of this public <br />improvement will eliminate substandard roadway conditions and enhance <br />vehicle traffic circulation and efficiency. <br />Section 33445 — Financing Finding <br />The City Council must determine that no other reasonable means of financing the buildings, <br />facilities, or other improvements are available to the community. It can be shown that the <br />City of Colton currently does not have sufficient funds or feasible methods of financing the <br />installation of all of the proposed public improvements recommended by the City Engineer. <br />Theoretically, these projects can be funded by other funding sources including CDBG, Gas <br />Tax Measure I and the City's Traffic Impact Fee Fund. However, based upon a review of the <br />potential funding sources, it appears that these funding sources already have been <br />appropriated for capital projects, are insufficient to fund the projects, or cannot be used within <br />this part of the City. <br />RELATEDITEM <br />Also on this evening's agenda the Agency and City are considering an Amendment No. 2 to <br />the Funding and Construction Management Agreement. <br />RAShareRDA\Meetings\2004 MeetingsWarch 2, 2004\SAR 33445 staff report.doc <br />
