The proposed subdivision in the Tentative Tract is designed, to the extent <br />feasible, to provide for passive or natural heating or cooling opportunities because it creates lots <br />of sufficient size to pro.vide for such opportunities. <br />B. The proposed subdivision and the provisions for its design and <br />improvement in the Tentative Tract are consistent with the general plan for the City of Colton <br />("General Plan"), and the Reche Canyon Specific Plan ("Specific Plan"), including the fotlowing <br />goals, policies and standards: <br />1. GP Land Use Element - General Objective No. 1. The Application <br />promotes the creation of land use pattems, which provide a safe, harxnonious and attractive <br />residential living environment. The proposed development creates a 47-unit single family <br />residential subdivision with 2 open space ]ots. <br />2. General Plan Land Use Element - Principle No. 2. The <br />Application promotes a diversity of residential development t}pes and allows adequate design <br />flexibility by providing upper income housing opportunities in a hillside development setting. <br />3. General Plan Land Use Element - Principle No. 6. The Application <br />authorizes the development of housing in an environmentally sensitive manner and avoids areas <br />of the Subject Property that aze too steep to develop in an environmentally sensitive manner. <br />Moreover, the Mitigated Negative Declaration (MND) prepazed for this project identifies <br />mitigating measwes to reduce the risk of occurrence or exposure to hazardous areas. <br />4. Generai �lan Land Use Element - Standazd No. 4. In areas <br />designated Residential Estate, slope, soil stability and other environmental . factors shall be <br />examined before allowing development and determining allowable density, not to exceed 2 <br />dwelling units per acre. <br />5. General Plan Land Use Element - Standard No. E1. The <br />Application promotes a functional and adequate open space system, which will protect <br />recreational, agricultural and other permanent open space uses. The Application promotes the <br />retention of large open space areas to maintain the open space atmosphere of the Reche Canyon <br />area. <br />6. Reche Canyon Specific Plan - Goal No. 1.
