ANALYSIS/DISCUSSION: On May 6, 2003, the City Council authorized award of contract to GK and Associates for the engineering design of Slurry Seal Project - Phase I and Reche Canyon Road Improvements Project in the amount of $32,268. Both of these projects are a part of the list of projects being combined. Section 3.08.140 of the Colton Municipal Code provides that the City may dispense with formal RFP process if it is determined that it is in the best interest of the City's Administrative operations to do so. GK and Associates is currently designing a portion of the proposed improvements. Staff recommends that the design services for this project be added to the contract of GK and Associates, since the selection of GK and Associates for the original contract was based on City's procedure for procuring consultants. In addition, it is prudent and cost effective to retain services of just one engineering firm to design improvements within a single project. GK and Associates submitted a proposal to perform additional scope, including the inventory of street for the entire project, evaluate the existing pavement, present recommendations, and prepare plan, specification and estimates in the amount of $75,500, as shown on Exhibit "B' . ENVIRONMENTAL IMPACT The proposed public improvements are exempt under CEQA Section 15301 (c) - Repairs of existing highways and streets. A Notice of Exemption will be filed to the office of County Clerk of the Board of Supervisor. The total of these funding sources is $1,587,770. The fee for additional Plan, Specifications and Estimates (PS&E) for combined projects is $75,500,, with the breakdown as follows: Washington Street Improvement $ 25,500.00 Account #457-6606-6400-3890 RDA approved projects $ 50,000.00 Account #457-9150-9155-3890 Total $75,500.00
