CITY OF COLTON Item #19 <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of May 18, 2004 <br />TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE COLTON UTILITY AUTHORITY <br />FROM: ERIC FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF BID FOR CITY OF COLTON WELL NOS. 15, 17, AND 24 PERCHLORATE <br />TREATMENT PLANT — WELL MODIFICATION AND BOOSTER PUMP FACILITY <br />INSTALLATION TO BAKERSFIELD WELL AND PUMP COMPANY IN THE AMOUNT OF <br />$329,449 <br />DATE: May 10, 2004 <br />BACKGROUND <br />In January of 2003, the Colton Utility Authority passed Resolution No. CUA-2003-01, that Declared An <br />Emergency Condition, Requiring Immediate Action to Ensure the Reliable Delivery of a Pure, Wholesome and <br />Potable Water Supply and Negotiation/Execution of Contracts as Necessary for Emergency Repairs and <br />Services to Complete a Design-Build Wellhead Treatment System for Well Nos. 15, 17, and 24. The initial <br />installation of the facilities was completed in 2003. However, final design and minor site improvements are still <br />underway. <br />DISCUSSION/ANALYSIS <br />The initial design and construction of the perchlorate treatment facilities has been completed and the water <br />served by the City from the impacted wells meets all treatment objectives. Although the units are operational, <br />they are operating at less than design capacity. The final design parameters for the pump systems feeding <br />water to the treatment vessels could not be determined until the system was constructed. The final plans and <br />specifications for the portion of the project relating to necessary pumping plant construction and/or <br />modifications to restore the operational capacity to the water sources impacted by perchlorate were completed <br />by staff and the design engineer. <br />A notice inviting bids was published in a newspaper of general circulation in accordance with the Colton Utility <br />Authority purchasing policy. On May 10, 2004, sealed bids from a total of two contractors were opened at the <br />City Corporate Yard. A bid summary is attached to this report. The low bidder was Bakersfield Well and <br />Pump Company in the amount of $329,449. <br />CONFLICT OF INTEREST - Disclosure Requirements <br />Bakersfield Well & Pump Company, a Division of Zim Industries, Inc. <br />Curt Bernard Zimmerer, President <br />Contact: Dennis McKindley <br />ALTERNATIVES: <br />Re-bid the project and delay final construction. This may necessitate the purchase of water from the City of <br />San Bernardino at a cost of $3000-$6000 per day during the summer months to meet system demand. <br />FINANCIAL IMPACT <br />Funds are available in the Water Perchlorate Treatment Wells 15, 17 and 24 Account Number 521-8100- <br />8105-3895. Upon project completion, reimbursement for the complete project will be obtained from the State <br />Water Resources Board combined with the funds from Goodrich Corporation and the Regional Water Quality <br />Control Board. <br />
