Such distribution of uses is consistent with the City's <br />General Plan policies and principles. (See Land Use Element: Industrial Principles 1, 2,4 & <br />5, pp. 2-24). <br />B. The Specific Plan Amendment promotes an appropriate distribution, location, <br />and extent and intensity of major components of public and private transportation, sewage, <br />water, drainage, solid waste disposal, energy, and other essential facilities within the Specific <br />Plan area. The property already has access to backbone infrastructure components. <br />Moreover, approval of the Specific Plan Amendment provides additional industrial <br />development opportunities within the Specific Plan area. <br />C. The Specific Plan Amendment is consistent with the Specific Plan and <br />General Plan standards and criteria for development, and standards for the conservation, <br />development, and utilization of natural resources, where applicable. The Specific Plan <br />Amendment amends the land use designation of a 35.64+ acre site that is proposed to be <br />used as open areas for the grinding, sorting, bagging and storage of organic soil <br />amendments wood chips and other types of wood -by-products, pursuant to an approved <br />conditional use permit. Approval of the amendment provides additional industrial <br />development opportunities on this property and other properties that designated "Medium <br />Industrial" in the Specific Plan (See Land Use Element: Industrial Principles 1, 2,4 & 5, pp. 2- <br />24). <br />D. The Specific Plan Amendment promotes greater design flexibility and <br />encourages more economical and efficient use of land because it redesignates additional <br />property in the Specific Plan area for medium industrial development. <br />SECTION 3. Based on the entire record before the City Council and all written and <br />oral evidence presented, the City Council finds the General Plan Amendment complies with "CEQA" <br />and hereby adopts the negative declaration for the following reasons: <br />A. The negative declaration and initial study prepared for the Application contain <br />a complete and accurate reporting of the environmental impacts associated with the <br />Application. The documents have been completed in compliance with CEQA and the State <br />CEQA Guidelines. <br />B. The negative declaration and initial study prepared for the Application reflect <br />the independent judgment of the Planning Commission and City Council. <br />C. As the approving body for the Application, the City Council reviewed and <br />considered the information contained in the negative declaration, initial study and <br />administrative record prior to approving the Application. <br />D. All environmental impacts of the Application are insignificant, and will be <br />mitigated to a level of insignificance. There is no substantial evidence in the record <br />supporting a fair argument that the Application will result in significant impacts. <br />E. The Application will not result in any changes to the following resources: (1) <br />riparian land, rivers, streams, watercourses and wetlands; (2) native and non-native plant life <br />and the soil required to sustain habitat for fish and wildlife; (3) rare and unique plant life and <br />ecological communities dependent on plant life; (4) listed threatened and endangered plants <br />and animals and the habitat in which they are believed to reside; (5) all species listed as <br />protected or identified for special management in the Fish and Game Code, the Public <br />Resources Code, the Water Code or regulations adopted thereunder; (6) all marine and <br />terrestrial species subject to the jurisdiction of the Department of Fish and Game and the <br />ecological communities in which they reside; and (7) all air and water resources, the <br />-2- <br />
