Item #6 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF NOVEMBER 2, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE THE AWARD OF CONTRACT FOR <br />ENGINEERING/DESIGN SERVICES OF MAIN AND IOWA <br />INTERSECTION IMPROVEMENT PROJECT TO LIN <br />CONSULTING, INC. IN THE AMOUNT OF $28,677. <br />DATE: OCTOBER 25, 2004 <br />BACKGROUND: <br />On March 7, 2001 the City of Colton entered into an agreement with San Bernardino Associated <br />Governments, under a grant, to receive Federal Transportation Equity Act, for the 215`. Century <br />("TEA -21 ")/Surface Transportation Program ("STP") funding for Main Street and Iowa Avenue <br />Intersection Project. This is a Multi -Jurisdictional Project, which includes the County of <br />Riverside and the City of Grand Terrace. The City of Colton will act as the lead agency for the <br />project. The proposed project is located at the intersection of Main Street and Iowa Avenue. The <br />TEA-21/Surface Transportation Program ("STP") Grant Funding is $250,000.00, the City will <br />contribute up to $100,000 and both the County of Riverside and City of Grand Terrace will each <br />contribute a local match of $50,000. The total funding for this project is $450,000. <br />The scope of work is to realign the intersection, adding a westbound lane on Main Street; <br />construct curb and gutter on north side of Main Street and on east side of Iowa Avenue; and <br />install a new traffic signal. <br />ANALYSIS/DISCUSSION: <br />On July 21, 2004, Public Services/Engineering Section issued RFP (Request for Proposals) to six <br />(6) consultants for PS&E (Plan, Specifications, and Estimate) of this project. There are three (3) <br />consultants that responded to the RFP with their corresponding cost proposal and interview ranking <br />as follows: <br />1.) GK and Associates (Diamond Bar, CA) <br />$27,910 3 <br />2.) LIN Consulting, Inc. (Diamond Bar CA) <br />$28677 1 <br />3.) Katz Okitzu and Associates (San Bernardino, CA) <br />$44,346 2 <br />
