Upon review of the written proposals and interview conducted on October 21, 2004 by representatives from City of Colton, City of Grand Terrace and County of Riverside, interview panel recommended LIN Consulting, Inc. as the most qualified consultant to complete the task needed for the delivery of project PS&E. LIN Consulting, Inc. fee proposal is higher by $767.00 from the lowest proposal. Staff recommends awarding contract to LIN Consulting, Inc. since the difference is not significant and LIN Consulting, Inc. was rated as best qualified for this project by the interview panel. ENVIRONMENTAL IMPACT: As required on projects with State/Federal Funding, Preliminary Environmental Study (PES Form) was submitted to Caltrans for review and approval. CONFLICT OF INTEREST Exact Business Name: LIN Consulting, Inc. President or equal: Denwun Lin Contact or representative: Denwun Lin FINANCIAL/FISCAL IMPACT: This is a multi jurisdictional project approved by City Council under the current Capital Improvement Program. It has a total funding of $450,000 with the following breakdown: STP (Surface Transportation Program) Grant $ 250,000 (450-0540-6981-3890) City of Colton $100,000 (450-0540-6970-3890) City of Grand Terrace $ 50,000 (450-0540-6986-3890) County of Riverside $ 50.000 (450-0540-6986-3890) Total $ 450,000 The City has appropriated $100,000 of its 2004/2005 Measure I revenue, identified in its Measure I Plan, for the funding of the Main and Iowa Project. Project costs were projected at $50,000 but $100,000 has been identified for costs incurred towards this project to allow for any overages. Currently, the cash available in the Measure I fund is not sufficient to budget this project, however the Barton Road Bridge Project has already been budgeted for with Measure I funds and is not time sensitive. Staff suggests reallocating the Measure I funding from Barton Road Bridge Project, of which there is a current available balance of $265,000 in account number 457-6400-6410-3890, for the use of budgeting Main and Iowa in the amount of $100,000 to account number 450-0540-6970-3890. RECOMMENDATION: If Council concurs, staff requests • Approve the award of contract for engineering/design services of Project to LIN Consulting, Inc. in the amount of $28,677. • Approve attached resolution to budget the Main and Iowa Project at $450,000.
