Item #7 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF NOVEMBER 2, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE THE AWARD OF CONTRACT FOR <br />ENGINEERING/DESIGN SERVICES OF COLTON-SAN <br />BERNARDINO (COLTON AVENUE) BIKELANE PROJECT TO <br />GK AND ASSOCIATES IN THE AMOUNT OF $110,700. <br />DATE: OCTOBER 25, 2004 <br />BACKGROUND: <br />The Colton Avenue Bikelane Project is a multi jurisdictional project between the Cities of Colton <br />and San Bernardino, located within the abandoned Southern Pacific Railroad right-of-way <br />adjacent to Colton Avenue. The approximate length of the proposed project is 2.25 miles starting <br />from Valley Boulevard in Colton moving north along 9h Street then westward on "G" Street <br />connecting to the abandoned Union Pacific Railroad corridor on the west side of Colton Avenue <br />then extending northeasterly to the City limits and Inland Center Drive in City of San <br />Bernardino. The bikeway travels along the Inland Center Drive over the I-215 interchange and <br />continues northeasterly terminating at "G" Street in City of San Bernardino. <br />The project scope of work includes an eight (8) feet wide bicycle path, new traffic signal on one <br />intersection, lighting, and economical landscape treatment and irrigation system. The City has an <br />existing lease agreement to use the railroad property for hike and bike -trail purposes with Union <br />Pacific Railroad Company for a period of 20 years expiring on December 31, 2023. <br />RDA Funds <br />In September 1999, the Colton Public Financing Authority (the "CPFA") issued $5.29 million in <br />Tax Allocation Bonds secured by tax increment revenues in the Mt. Vernon Corridor <br />Redevelopment Project Area. Approximately $2.0 million was used to refund existing debt from <br />outstanding 1996 Notes, $500,000 was set aside for reserves and to pay for the cost of issuance, <br />and the remaining $2.7 million was identified and reserved for various Redevelopment projects. <br />On January 18, 2000, the Redevelopment Agency Board approved a list of public improvement <br />projects which were recommended by the Mt. Vernon Citizens Advisory Committee (CAC). On <br />June 4, 2002, the Agency and the City entered into a Construction Management Agreement <br />(CMA) to construct the public improvements. <br />
