Pursuant to the CMA, the City is responsible for the management and supervision of all aspects <br />of the design and installation of these public improvements, including the securing of right- of - <br />way and easements to complete these projects. One of the projects identified in the CMA was the <br />construction of the Colton -San Bernardino Bikeway Project. One hundred thousand dollars <br />($100,000) was allocated to the project as part of the City share. <br />ANALYSIS/DISCUSSION: <br />On September 16, 2004, Public Services/Engineering Section issued an RFP (Request for <br />Proposals) to six (6) consultants for PS&E (Plan, Specifications, and Estimate) of this project. <br />There are three (3) consultants that responded to the RFP with their corresponding cost proposal as <br />follows: <br />1.) GK and Associates (Diamond Bar CA) $110,700 <br />2.) LIN Consulting, Inc. (Diamond Bar CA) $122950 <br />3.) Boyle Engineering Corporation (Newport Beach CA) $220,659 <br />Upon review of the written proposals, GK and Associates ranked the highest of all three (3) <br />consultants. GK and Associates also has the lowest fee proposal for the design of the project. The <br />fee of the consultant was not a factor in ranking. <br />ENVIRONMENTAL IMPACT: <br />Preliminary Environmental Study (PES Form) has been submitted to Caltrans for review and <br />approval. <br />CONFLICT OF INTEREST <br />Exact Business Name: GK and Associates <br />President or equal: Ghazala Khan <br />Contact or representative: Ghazala Khan <br />FINANCIAL/FISCAL IMPACT: <br />The project has total funding of $1,406,000 with the following breakdown: $719,000 — TEA -21 <br />Grant Funds (account no. 457-9165-6982-3890), $432,000 — CMAQ Grant Funds (account no. <br />457-9165-6983-3890) and $255,000 — City Share coming from Measure I and RDA Funds. The <br />City has appropriated $155,000 of its 1999/2000 Measure I revenue, identified in its Measure I <br />Plan, for the funding of the Colton Bike Lane Project. Currently, the cash available in the <br />Measure I fund is not sufficient to budget this project, however the Barton Road Bridge Project <br />has already been budgeted for with Measure I funds and is not time sensitive. Staff suggests <br />reallocating the Measure I funding from Barton Road Bridge Project, of which there is a current <br />available balance of $265,000 in account number 457-6400-6410-3890 for the use of budgeting <br />the Colton Bike Lane Project in the amount of $155,000 to account number 457-9195-6970- <br />3890. The remaining $100,000 of the City share will be provided by the Redevelopment Agency <br />as established in it Mt. Vernon Contract Management Agreement dated April 6, 2004 (already <br />budgeted in account no. 457-9160-9165-3890. <br />
