City Council Meeting — October 5, 2004 <br />Amendment to Agua Mansa Industrial Corridor Specific Plan <br />Page 2 of 3 <br />The proposed four new structures will include an approximately 2,600 S.F. office, a 6,400 S.F. maintenance <br />building, a 6,400 S.F. bagging building and an approximately 20,000 S.F. warehouse building with open <br />sides. An existing house and lunchroom will remain on the site and will also be utilized. According to the <br />applicant, the facility will have 30 permanent employees. Most of the workers will arrive at the site between <br />5:00 a.m. and 7:00 a.m. Bagging operations will occur between the hours of 6:00 a.m. and 4:00 p.m. All <br />grinding operations will occur between the hours of 7:00 a.m. and 4:00 p.m. The applicant has also stated <br />that approximately 25 trucks will make an estimated two (2) deliveries per eight-hour day, resulting in <br />approximately 275 trips per week. Access to the project site will be from Agua Mansa Road by a proposed <br />40 -foot wide paved road way on the northwest side of the property and egress will be located on an exit <br />paved road way located on the northeast portion of the site. Both access and egress areas will be controlled <br />by an automatic; gate operating system. <br />The applicant is requesting approval to re -designate the land use designation to Medium Industrial that <br />would permit their proposed project on the project site. Based on recent industrial uses that have located in <br />the AMICSP area, it appears that the current market trend has been for industrial uses for vacant property on <br />the south portion of Agua Mansa Road. Recent industrial uses that have located on Agua Mansa Road west <br />of the proposed project site include the Agua. Mansa Power Plant, Pavement Recycling Systems, an existing <br />construction yard, and a proposed green waste recycling facility. The Medium Industrial Zone is less <br />intensive than the Heavy Industrial land use designation and provides an acceptable buffer zone between <br />heavy industrial uses and the vacant properties on the north and east, and the Santa Ana River located <br />immediately south of the project site. <br />Staff and the Planning Commission have determined that to enhance planning consistency, the land use <br />designation of the project site should be amended and be re -designated from Agriculture/Open <br />Space/Equestrian to Medium Industrial. All land uses in the Medium Industrial land use designation are <br />subject to development and performance standards established in the Agua Mansa Industrial Corridor <br />Specific Plan. <br />On September 14, 2004, the Planning Commission considered and approved the proposed Specific Plan <br />Amendment. The Commission adopted Resolution Number R-08-04, a recommendation to the City Council <br />to approve an amendment to the Agua Mansa Industrial Corridor Specific Plan to re -designate property <br />located at 1600 Agua Mansa Road (Assessor Parcel Numbers 0260-072-02, 03, 04, 15 & 16-0000) from <br />Agriculture/Open Space/Equestrian to Medium Industrial, File Index Number DAP -000-281. <br />ALTERNATIVES: <br />Reject the applicant's request and maintain the existing land use designation. <br />FISCAL IMPACT: <br />Unknown at this time, however if the property is re -designated for Medium Industrial use, the proposed <br />project will generate sales tax revenue to the City. <br />ENVIRONMENTAL IMPACT: <br />An Environmental Checklist/Initial Study was prepared by staff and circulated for public review. Comments <br />were received and considered by the Planning Commission. Based on the environmental assessment, it was <br />concluded that there would be no significant impact to the environment; therefore, the Commission approved <br />a Negative Declaration for the project. <br />
