Item #4 CITY OF COLTON AGENDA REPORT FOR THE COUNCIL MEETING OF OCTOBER 19, 2004 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROIVr: ANTHONY ARROYO, HUMAN RESOURCES MANAGER �`�" SUBJECT: APPROVE AND ADOPT THE PROPOSED RESOLUTION AMENDING RESOLUTION R-33-03 FOR THE COLTON POLICE MANAGEMENT ASSOCIATION (CPMA) WHICH ADOPTS EXHIBIT A, THE CONSOLIDATED MEMORANDUM OF UNDERSTANDING. DATE: OCTOBER 12, 2004 BACKGROUND: The one-year Memorandum of Understanding (MOU) with the Colton Police Management Association (CPMA) expired on June 30, 2004. Representatives of the City and CPMA have been negotiating for a successor MOU over the last several months. ANALYSIS/DISCUSSION: Representatives of the City and the Colton Police Management Association have reached an agreement with a term to June 30, 2005. The successor MOU is attached as Exhibit A. Some of the key provisions in the MOU provide the following: • The PMA, which is comprised of three (3) lieutenants, will realize a 5% increase to base pay retroactive to September 1, 2004. • Provide CaIPERS 4th Level 1959 Survivor benefits to all unit employees. • The monthly medical insurance premium allowance will increase from $915 to $990 effective January 1, 2005. • POST Certificate allowance will increase from $668 per month to $755 per month effective September 1, 2004. • Remove the tuition reimbursement provision and replace with an educational incentive for completion of a degree (BA & MA). ENVIRONMENTAL IMPACT: This item does not carry any environmental impact. FISCAL IMPACT: The cost of implementing the salary increases for the Colton Police Management Association will be approximately $28,815. Council authorization is needed to amend the Police Department's FY 2004/05 budget for the affected salaries account 1010 and the salary related benefits 1100, as these costs were not included in said budget.
