Item #4 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF OCTOBER 19, 2004 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROIVr: ANTHONY ARROYO, HUMAN RESOURCES MANAGER �`�" <br />SUBJECT: APPROVE AND ADOPT THE PROPOSED RESOLUTION AMENDING <br />RESOLUTION R-33-03 FOR THE COLTON POLICE MANAGEMENT <br />ASSOCIATION (CPMA) WHICH ADOPTS EXHIBIT A, THE <br />CONSOLIDATED MEMORANDUM OF UNDERSTANDING. <br />DATE: OCTOBER 12, 2004 <br />BACKGROUND: <br />The one-year Memorandum of Understanding (MOU) with the Colton Police Management Association <br />(CPMA) expired on June 30, 2004. Representatives of the City and CPMA have been negotiating for a <br />successor MOU over the last several months. <br />ANALYSIS/DISCUSSION: <br />Representatives of the City and the Colton Police Management Association have reached an <br />agreement with a term to June 30, 2005. The successor MOU is attached as Exhibit A. <br />Some of the key provisions in the MOU provide the following: <br />• The PMA, which is comprised of three (3) lieutenants, will realize a 5% increase to base pay <br />retroactive to September 1, 2004. <br />• Provide CaIPERS 4th Level 1959 Survivor benefits to all unit employees. <br />• The monthly medical insurance premium allowance will increase from $915 to $990 effective <br />January 1, 2005. <br />• POST Certificate allowance will increase from $668 per month to $755 per month effective <br />September 1, 2004. <br />• Remove the tuition reimbursement provision and replace with an educational incentive for <br />completion of a degree (BA & MA). <br />ENVIRONMENTAL IMPACT: <br />This item does not carry any environmental impact. <br />FISCAL IMPACT: <br />The cost of implementing the salary increases for the Colton Police Management Association will be <br />approximately $28,815. Council authorization is needed to amend the Police Department's FY <br />2004/05 budget for the affected salaries account 1010 and the salary related benefits 1100, as <br />these costs were not included in said budget. The increases will affect the following Divisions of <br />the Police Department: <br />
